The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme (CSS) for
‘Establishment of new medical colleges attached with existing district/referral hospitals’ with
preference to underserved areasand aspirational districts, where there is noexisting Government
or private medical college. The fund sharing mechanism between the Centre and State
Governments is in the ratio of 90:10 for North Eastern and Special Category States, and 60:40
for others. Under the Scheme, all the envisaged 157 Government Medical Colleges have been
approvedacross the country. Out of these, 137medicalcolleges are functionalasondate.
The faculty requirement for MBBS and PG medical courses as prescribed under the UG-
MSR,2023 and PG-MSR,2023 respectively are required to be maintained by UG & PG Medical
Colleges in the concerned State. However, health is a state subject, and matters relating to the
engagement, deployment, and management of human resources, including faculty and
contractual staff in medical institutions fall within the jurisdiction and administrative purview of
the respective State Governments.
