MEASURES TO REDUCE NMR AND U5MR

Will the MINISTER OF HEALTH AND FAMILY WELFARE be
pleased to state:
(a) the current status of Neonatal Mortality Rate (NMR) and Under-five
Mortality Rate (U5MR) in the country, State/Union Territory-wise;
(b) the concrete steps taken by Government to further reduce NMR and U5MR
in the country;
(c) the key components of the Rashtriya Bal Swasthya Karyakram (RBSK); and
(d) the number of children screened and treated under the programme during the
last five years, year-wise and State/Union Territory-wise details thereof?

(a) As per Sample Registration System (SRS) 2023 Report of Registrar General of
India, the Neonatal Mortality Rate (NMR) is 19 per 1000 live births and Under 5
MortalityRate(U5MR)is29per1000 livebirthsatNationallevel.
TheState/UTwise detailsofNMRandU5MRisplacedatAnnexureI.
(b) The Steps taken by Government to further reduce NMR and U5MR in the
countryareasfollows:
Promotion of institutional deliveries through cash incentive under Janani
SurakshaYojana(JSY);
Under JananiShishuSuraksha Karyakram(JSSK), pregnantmother andsick
infants up to one year of age are entitled to free treatment in public health
institutions alongwiththeprovisionof freetransport, diagnostics,medicines,
bloodandconsumables;
Establishment of Neonatal Intensive Care Units (NICUs)/Special Newborn
Care Units (SNCU) and Newborn Stabilization Units (NBSUs) for care of
sickandsmall babies;
Home Based Newborn Care (HBNC) and Home Based Care of Young Child
providedbyASHAstoimprovechildrearingpractices;
Mothers’ Absolute Affection programme (MAA) to promote early initiation
andexclusivebreastfeeding forfirstsixmonths;
Promotion of ORS and Zinc for management of diarrhoea in children under
STOPDiarrhoeaCampaign;
Early screening, identification and management of pneumonia under Social
AwarenessandActionstoNeutralizePneumoniaSuccessfully(SAANS);
Under Universal Immunization Programme, provision of 11 vaccines to
protectchildrenagainst12vaccine-preventablediseases;
2 In addition, Rashtriya Bal Swasthya Karyakram (RBSK) provides child
health screening and early intervention services for defects, diseases,
deficienciesanddelaystoimprovethequalityofsurvival.
The interventions are implemented under National Health Mission (NHM) based
on the Annual Programme Implementation Plan (APIP).
(c) Rashtriya Bal Swasthya Karyakram (RBSK) is a program under the National
Health Mission for early identification and management of 4Ds- Defect at birth,
Diseases, Deficiencies and Developmental delays among children from birth to 18
years. Children diagnosed with identified health conditions are provided early
intervention services and follow-up care.
The major interventions under RBSK are as follows:
i. Comprehensive newborn screening at delivery points to screen birth
defects of the newborn.
ii. Community screening for children in the age group 0-18 years of age by
Mobile Health Team.
(a) At the Anganwadi (Twice a year)
(b) At Government schools (once a year)
iii. Screening of the children by the ASHA through the Home based New
born care program as a part of Early Childhood Development (Home
visit).
iv. Therapeutic management of the identified children at the District Early
Intervention Centres (DEIC) and Tertiary care centers.
(d) The number of children screened and treated under the RBSK programme
during the last 5 years, year-wise and State/ UT-wise is placed at Annexure II.
