MEASURES TO STRENGTHEN THE INSOLVENCY RESOLUTION FRAMEWORK

Will the Minister of Corporate Affairs be pleased to state:
(a) the present status of the proposed amendments to the Insolvency and Bankruptcy Code,
including reforms relating to group insolvency and cross-border insolvency;
(b) the total number of insolvency resolution plans approved under the Code till date and the
aggregate amount realised by creditors as compared to liquidation values;
(c) the present status of the Integrated Digital Platform for the IBC ecosystem and the expected
timeline for onboarding the System Integrator; and
(d) whether the Ministry proposes to introduce performance benchmarks or statutory timelines
for digital case management under the IBC and, if so, the details thereof?

(a): The Insolvency and Bankruptcy Code (Amendment) Bill, 2025 (the Bill) was
introduced in the Lok Sabha on 12.08.2025 and referred to the Select Committee of Lok Sabha
for further examination. The report of the Select Committee has been received on 17.12.2025.
The recommendations of the Select Committee are under consideration by the Ministry.
(b): Till 31 December 2025, 1,376 corporate debtors have been resolved under the
Insolvency and Bankruptcy Code (IBC/Code). The creditors have realised about Rs.4.11 lakh
crore under approved resolution plans which is 171.54% of the liquidation value.
(c): The process of selecting the System Integrator (SI) for the Integrated Platform for IBC
Ecosystem (iPIE project) is ongoing.
(d): The design of iPIE system takes into consideration processes and timelines prescribed
in the Code, along with the rules, regulations, and subsequent amendments thereunder.
