GOVERNMENTOFINDIA MINISTRYOFHEALTH AND FAMILYWELFARE DEPARTMENTOFHEALTH AND FAMILYWELFARE LOK SABHA UNSTARREDQUESTION NO. 1008 TOBE ANSWERED ON24THJULY,2026 MEDICALEDUCATION †1008.SHRIANOOPPRADHAN VALMIKI: Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate: (a) whether the Government is formulating a comprehensive policy to offer MBBS, BAMS, BHMS andothermedicalcourses in Hindi andotherregionallanguages/mothertongues; (b) whether any national mechanism has been established for the translation of medical textbooks, standardisation of technical terminology and the development of digital learning materials,if so, the details thereof; (c) the concrete steps taken by the Government to enhance the participation of students from rural andunderprivilegedbackgrounds through mothertongue-based medicaleducation;and (d) the timeline fixedandthe budgetaryprovisions made for the effectiveimplementation of the said initiative? ANSWER THE MINISTER OFHEALTH AND FAMILYWELFARE (SHRIJAGATPRAKASH NADDA) (a) to (d): The National Medical Commission (NMC) has informed that English is the medium of instruction for MBBS Course. However, under the Competency-Based Medical Education (CBME) Regulations, issued by the Undergraduate Medical Education Board (UGMEB), provision has been made for teaching, learning and assessment in bilingual mode. This integrates English with regional languages, including Assamese, Bengali, Gujarati,Kannada,Malayalam, Marathi, Odia, Punjabi,Tamil, andTelugu aswell asHindi. As informed by Ministry of AYUSH, the medium of instruction in Under Graduate and Post Graduate courses in BAMS includes regional languages along with Sanskrit and English. National Commission for Indian System in Medicine (NCISM) has facilitated learning in Indian languages by developing bilingual educational resources including regulations, syllabus, terminologies used and by encouraging the preparation of teaching- learningmaterialinregionallanguages. NCISM in collaboration with All India Institute of Ayurveda, Delhi and Departmentof Sanskrit Studies, University of Hyderabad hasorganised a workshop oncapacity building on 13th March 2026, which has developed a platform “SAMSADHANI” designed for learning and teaching Shlokas with proper interpretation and understanding. As part of this initiative, an Ashtanga Hridaya E-Reader has been developed for first fifteen chapters of Ashtanga Hridayam, which assists teachers of Samhita Siddhanta in decoding the actual meaningandinterpretationof eachShloka. Further, the National Commission for Homeopathy hastaken initiative totranslate the Competency-Based Dynamic Curriculum (CBDC) for BHMS and M.D.(Homoeopathy) into Hindi to enhance accessibility for students, developed digital learning resources, including the BHMS and MD (Homoeopathy) curricula, regulations, competency-based modules, electivecourses andacademicguidelines. *****
