SHRIMANISH JAISWAL: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the Government has assessed the availability of ambulance services, emergency medicalfacilities andtrauma centresinHazaribaghParliamentary Constituency; (b) if so, the detailsthereof; (c) whether the Government proposes to strengthen emergency healthcare services under the National HealthMission inthe said constituencyandif so, the detailsthereof; and (d) the steps taken by the Government to improve healthcare accessin rural and remote areas of the said constituency? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a) to (d): Health is a State subject and the primary responsibility to ensure quality health services lies with the States/UTs. National Health Mission (NHM) provides technical and financial support to the States/UTs for emergency medical services through functional National Ambulance Service (NAS) network which is linked with a centralized toll-free number 108/102. Dial 108 is primarily designed to attend to patients of critical care, trauma and accident victims etc. Dial 102 services includes basic patient transport that aims to cater to the needs of pregnant women and children and others too. Apart from this, 112 is India’s pan-India single emergency number under the Emergency Response Support System (ERSS) of Government of India, integrating police, fire, and ambulance services (including NHM 102/108services). As per NHM norms, one Basic Life Support (BLS) ambulance per 100,000 population and one Advance Life Support (ALS) ambulance per 500,000 population is provided. The National Ambulance Code (AIS-125) sets technical and safety norms. The model for implementation of NAS is chosen by respective State/UTGovernment, depending upon their requirement and suitability. States/UTs have been given this flexibility to propose for a particular type of ambulance and the required number of ambulances including the operational costs based on the requirement and the gap analysis in their respective State Programme Implementation Plan (PIP). States/UTs also have the flexibility to deploy the ambulances based onneed/service requirements, taking intoaccountthe needsof the citizens, including those living in rural or remote areas. Some States use bike and boat ambulances in remote areas. Total 83 ALS, 306BLS and944 others are functional in the State of Jharkhand includingHazaribaghParliamentary Constituency. 1During 11th Five Year Plan (2007 2012) and 12th Five Year Plan (2012-2017), 196 Trauma Care Facilities (TCFs) & 47 Burn Units have been sanctioned in Government Hospitals/ Medical Colleges across the country under the “National Programme for Prevention & Management of Trauma and Burn Injuries” (NPPMT&BI). Beyond 12th Five Year Plan(FYP), there isno provision for identification of new trauma care facilities. Total 4TCFs hasbeenapprovedinJharkhand. Under NHM, the performance of various health programmes including ambulance services, emergency medical facilities and trauma centres are regularly assessed in the country including Jharkhand, through review meetings, mid term reviews of key deliverables, field visits of senior officials, promoting performance by setting up benchmarks for service delivery & rewarding achievements etc. Common Review Missions (CRM) are conducted annuallytoassess andmonitorthe progress andimplementation status of variousschemes. Various initiatives carried out under NHM by the Government of India in the country including rural and remote areas of Hazaribagh Parliamentary Constituency are operationalisation of Ayushman Arogya Mandir (AAM), Free Drugs Service Initiative, Free Diagnostic Service Initiative, Mobile Medical Units, ASHAs, 24 x 7 Services and First Referral Facilities, Prime Minister's National Dialysis Programme, various activities under Reproductive & Child Health, Anaemia Mukt Bharat (AMB) strategy, TB Mukt Bharat AbhiyaanandUniversal Immunization programme. ***** 2
