Will the MINISTER OFHEALTHAND FAMILYWELFARE be pleased to state:
(a) whether the Union Government has assessed the contribution of private hospitals and medical
institutions in Maharashtra towards clinical research, medical innovation and translational research
and if so, the details thereof;
(b) the details of research projects, clinical trials, patents, publications and other innovations
undertaken by private hospitals and medical institutions in the State during the last three years and the
current year;
(c) the steps taken by the Union Government to promote clinical research, translational research and
collaborations between private hospitals, academic institutions, industry and startups in the State;
(d) whether the Union Government provides incentives, grants or financial assistance to
encourage research activities, innovation and publication output in private healthcare institutions in
the State, if so, the details thereof; and
(e) the amount of funds allocated and utilised for research and innovation by eligible private medical
institutions in the State during the said period, along with the outcomes achieved thereof?

(a) to (e): The Union Government, through the Indian Council of Medical Research (ICMR) supports
biomedical and healthresearch through two broad intramural andextramural research grants. ICMR
hasinformedthat a total of 2543 research projectswere grantedduring the last three years.
Over the past three years, through its extramural programme, ICMR has supported 73 bio-medical
research projects, includingclinical trials, inprivate medical collegesand hospitals inMaharashtra, with
a total approximate grant of ₹107.96 crore. This research support has resulted in 104 publications, 11
patentsand4contributionstoclinical care/publichealthguidelines.
ICMR has further informed that a total of 1,037 clinical trials (2023–2026) have been registered on the
Clinical Trials Registry – India (CTRI) with Principal Investigators (PIs) affiliated to private institutions
andhospitals inMaharashtra. Their detailsare asbelow:

The Union Government has undertaken several measures to promote clinical and translational research,
foster collaborations among private hospitals, academic institutions, industry and startups, and provide
financial incentives to encourage research and publication output, including in private healthcare
institutions inMaharashtra. The detailsare asunder:
1. The Government has undertaken measures to broaden and strengthen the health-research funding
ecosystem. ICMR has rationalised and expanded its intramural and extramural grant architecture so that
funding support is calibrated to the scale, maturity, risk and translational stage of a research proposal.
ICMR hasalso initiated newfollow-up grants tobuild upon leadsgenerated from initial research grants.
These funding opportunities are open to both public and private research institutions, and details are
regularlypublished onthe ICMR ePMS portal.

These instruments support investigator-initiated research, proof-of-concept studies, validation of
interventions, high-risk high-reward innovation, multidisciplinary research, and advanced researchprogrammes — thereby encouraging collaboration between private hospitals, academic institutions,
industry andstartups.
2. ICMR’s initiatives of MedTech Mitra and Biomedical Innovations Patent Mitra to support the
regulation compliant translation research are open to all innovators including those of private medical
colleges and Hospitals. Also, ICMR’s research institutes located in Maharashtra viz National Institute
for Research on Women's Health (ICMR-NIRWoH) Mumbai, National Institute for Research on Blood
and Immune Disorders (ICMR-NIRBID), Mumbai; National Institute of Virology (ICMR-NIV) Pune
and National Institute of Translational Virology and AIDS Research (ICMR-NITVAR), Pune actively
collaboratewith private hospitals, academicinstitutions, andresearch bodies across the State.
3. Department of Health Research (DHR) has Multi-Disciplinary Research Units (MRUs) scheme for
Medical Colleges across the country that was recently extended to Private Medical Colleges. Out of 5
MRUs supported in private medical colleges, one is from Maharashtra viz. Datta Meghe Institute of
Higher Education and Research, Wardha, Maharashtra. A grant of Rs 1.25 Crores has already been
releasedtothisMRU for civilconstruction andequipment.
4. Datta Meghe Institute of Higher Education and Research (DMIHER), Wardha, Maharashtra a private
institute in Maharashtra is designated as Technical Resource Hub (TRH) of Centre for Evidence based
Guidelines, DHR in February 2025.An annual budget of upto ₹ 70 Lakhs is disbursed every year to the
TRH for evidence-based guideline development, capacity building insystematic reviews and manpower
support.
5. Grants in Aid (GIA) Scheme for inter-sectoral convergence and coordination in Health Research of
DHR provides support for carrying out research studies to identify the existing knowledge gap
and to translate the existing health leads into deliverable products, especially for
interdisciplinary and joint projects. Collaborations are also done with private institutions for
projects undertaken in the scheme. The details of projects primarily undertaken in private
Institutes in Maharashtra under GIA scheme are given in Annexure A.
6. DHR also support capacitybuildinginhealthresearch through different programsof itsHuman
Resource DevelopmentScheme. The detailsof capacitybuildingprojects undertakeninMaharashtra in
last three yearsunderthisscheme are asbelow:
