WILSON: Will the Minister of HEALTHANDFAMILYWELFAREbe pleasedtostate: (a) the total number of OBC medical seats allotted in the last three years under the State- Surrendered All India Quota, Undergraduate (UG) and Postgraduate (PG), course-wise, State-wise andyear-wise,the detailsthereof; (b) the details of NEET PG qualifying cut-offs in each category in the last three years and the reasons for decline;and (c) the details of AIIMS announced since 2014, budget allocated and their current progress, anticipatedcompletion andreason for delay? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SMT. ANUPRIYAPATEL) (a) & (b): The Medical Counselling Committee (MCC) of Directorate General of Health Services (DGHS) conducts the counselling for seats of undergraduate (UG/MBBS) and postgraduate (PG) medical courses. Furthermore, Counselling for UG covers 15% All India quota seats; 100% seats of Central Institutes/ Universities, Deemed Universities; 100% seats in all the Institutes of National Importance (INI). Counselling for PG courses covers 50% All India Quota seats, 100% seats of Central Institutes/Universities and Deemed Universities. Counselling for the State quota seats in UG andPGmedicalcourses isconducted by the respective StateGovernments. The details of total no. of medical seats available under State-Surrendered All India Quota (AIQ) includingOBCs inUG andPGcourses are at Annexure 1. Clause 9(3) of Post Graduate Medical Education Regulations (PGMER) 2000 (which has also been retained in the PGMER-2023), stipulates "Provided when sufficient number of candidates in the respective categories fail to secure minimum marks as prescribed in National Eligibility-cum- EntranceTest heldfor anyacademicyearfor admission to PostgraduateCourses, theCentral Government in consultation with Medical council of India may at its discretion lower the minimum marks required for admission to Post Graduate Course for candidates belonging to respective categories and marks so lowered by the Central Government shall be applicable for the academic year only”.
