2833. SHRI KOTA SRINIVASA POOJARY:
Will the Minister of RAILWAYS be pleased to state:
(a) the details of the reason for delay in merging Konkan Railway with
Indian Railways;
(b) whether people of the Coastal Karnataka, Kerala and Goa are
facing reduced train services due to lack of doubling of railway tracks
and if so, the steps taken to conduct a Survey for doubling work of
tracks on this sector;
(c) the details of the specific reasons for the delay in the operation of
Vande Bharat, even though the Railways has agreed to provide the
much-awaited Vande Bharat railway service from Mangalore to
Mumbai;
(d) whether it is a fact that Railway services is limited to the above
Coastal region more than any other region and if so the details
thereof; and
(e) the details of the comprehensive improvements planned for
railway services, including double of tracks in the said region?

(a) to (e): Konkan Railway Corporation Limited (KRCL) was
established in 1990 with five shareholders, namely, Ministry of
Railways, Government of Maharashtra, Government of Goa,Government of Karnataka and Government of Kerala. The Konkan
Railway line extends from Roha in Maharashtra to Thokur in
Karnataka which passes through difficult terrain of Western Ghats.

164 Nos. Vande Bharat services are being operated on the Indian
Railways network. Of these, on originating/terminating basis, 24 nos.
Vande Bharat services are catering to the needs of various stations
located in the State of Maharashtra, 22 nos. services in the State of
Karnataka, 4 nos. services in the State of Goa and 6 nos. in the state
of Kerala, which includes Vande Bharat trains running between
Mangaluru-Madgaon and Madgaon-Mumbai station.
Out of the 739 route km of Konkan Railway jurisdiction, doubling of
about 55 km between Roha- Veer and Madgaon- Majorda sections has
already been completed. To increase the capacity of the balance 685
km route, doubling is required. This requires substantial investment
with the contribution from all the shareholding State Government.
The concerned State Governments have been approached by the
Ministry of Railways for contributing towards capital expenditure in
KRCL as per their share.
In the meanwhile, KRCL has taken up the work of preparation of
detailed project report (DPR) for the doubling of identified sections
(approx 263 km) to increase the capacity of route.Further, sanction of any railway project depends upon many
parameters/factors which include the following:
• Anticipated traffic projections and remunerativeness of the
proposed route
• First and last mile connectivity provided by the project
• Connection of missing links and providing additional route
• Augmentation of congested/saturated lines
• Demands raised by State Governments/Central Ministries/Public
representatives,
• Railway’s operational requirements
• Socio-economic considerations
• Overall availability of funds
