MANSUKH MANDAVIYA) A statement is laid on the Table of the House. * ****STATEMENT REFERRED TO IN REPLY OF LOK SABHA STARRED QUESTION NO. *213 FOR REPLY ON 03.08.2026 RAISED BY SHRI CHHOTELAL REGARDING MIGRATION OF WORKERS FROM UTTAR PRADESH. The Central Government in coordination with State Governments is implementing various schemes for creating employment opportunities and encouraging self-employment so that people earn their livelihood near their places of residence. These include Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin), Aajeevika-National Rural Livelihoods Mission (NRLM), Pt. Deen Dayal Upadhyaya Grameen Kaushlya Yojana (DDU-GKY), Rural Self Employment and Training Institutes (RSETIs), PM- SVANidhi Scheme, Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM), Prime Minister’s Employment Generation Programme (PMEGP), PM Vishwakarma Scheme, Production-Linked Incentive (PLI) Scheme, Pradhan Mantri MUDRA Yojana (PMMY), Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY), to name a few. Ministry of Labour and Employment, Government of India, is running the National Career Service (NCS) Portal which is a one-stop solution for providing career related services including jobs from private and government sectors, information on online & offline job fairs, job search & matching, career counselling, vocational guidance, information on skill development courses, skill/training programmes etc. through a digital platform [www.ncs.gov.in]. Further, State Government of UP has taken various initiative such as One district One product Yojana, Vishwakarma Shram Samman Yojana, Kaushal Vikas and Kaushal Unnayan program, Rojgar Mela, increase in minimum wages, social security schemes, registration of building workers with BoCW Welfare Board and provide education, health, pension, maternity benefits etc. In order to safeguard the interests of the migrant workers the Central Government had enacted the Inter-state Migrant Workmen (Regulation of Employment and Conditions of Service) Act,1979. This Act has now been subsumed in the Occupational Safety, Health and the Working Conditions (OSH) Code. The OSH Code provides for decent working conditions, minimum wages, toll free helpline number, benefits of Public Distribution System, journey allowance once in a year, Migrant worker is eligible to avail all the benefits which is available to a regular worker of that establishment including benefits of ESIC, EPFO and other benefits etc. *****
