Mini Stadium Projects in Odisha

Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) the number of mini stadiums constructed in Odisha during the last
five years and the current year, district-wise;
(b) the total funds allocated and utilized for these stadiums during the said
period, year and district-wise;
(c) the details of ongoing, pending and proposed mini stadium projects in
the State, along with their estimated budgets and timelines of their
completion;
(d) the reasons for delay, if any, in completion of the sanctioned stadiums;
and
(e) the steps taken/being taken by the Government to ensure timely
completion and proper utilization of these projects?

(a) to (e) ‘Sports’ being a State subject, the responsibility of development of
sports, including construction of mini stadiums, rests primarily with the
respective State/Union Territory Governments. The Union Government only
supplements their efforts by bridging critical gaps. The details of mini
stadiums across the country, which are under the jurisdiction of respective
State/Union Territory Governments, are not maintained in this Ministry.
Further, the Khelo India Scheme and National Sports Development Fund
(NSDF), implemented by this Ministry, under which financial assistance for
development of sports infrastructure, including mini stadiums, is provided,
are demand-driven schemes. The proposals received from the State/UT
Governments and other eligible entities are considered for financial support,
subject to their completeness, technical feasibility and availability of funds
under the Scheme. The details of the sports infrastructure projects
approved and their sanctioned cost, funds released and their physical and
financial progress, under Khelo India Scheme and NSDF, across the country,
including in the State of Odisha, are available in public domain on the
dashboards of the Ministry at https://mdsd.kheloindia.gov.in and
http://www.nsdf.yas.gov.in/nsdf-glance.html. The details of sports
infrastructure projects supported in the State of Odisha during last ten
years under various schemes of this Ministry are placed at Annexure – I.
As per the existing guidelines of the Khelo India Scheme, the timeline of
completion of infrastructure projects sanctioned under the Scheme is two
years from the date of its sanction. The responsibility of executing the
projects, including overcoming land acquisition or administrative hurdles,
rests with the grantee.
This Ministry continuously reviews the progress of the sanctioned projects
by way of regular review meetings with grantees, visit of project monitoring
committee to the site of the projects to assess actual physical progress and
getting Utilization Certificates (UCs) of the released funds to ensure timely
completion of the projects.
