(a) whether the Government has provided loan assistance for setting up cold
storage under Mission for Integrated Development of Horticulture (MIDH), if so, the
details thereof;
(b) whether the Government has made any assessment in regard to the demand
and availability of cold storage facilities for fruits and vegetables, if so, the details
thereof, State-wise;
(c) whether the Government has formulated any scheme to promote post-harvest
processing and cold chain infrastructure if so, the details thereof; and
(d) whether any new measures have been taken to simplify the guidelines,
documentation requirements and application process for the subsidy scheme and if
so, the details thereof?

(a): To facilitate institutional credit and strengthen agriculture infrastructure in the
country, Government has launched Agriculture Infrastructure Funds (AIF) of Rs. 1.00
lakh crore. Under AIF, there is provision for collateral free term loan upto Rs. 2.00
crore and interest subvention of 3% on the term loan availed for creation of post-
harvest infrastructure including establishment of cold storages.
(b): As per the study conducted by NABARD Consultancy Services (NABCONS) in
2015 on “All India Cold-chain Infrastructure Capacity (AICIC-2015)”, required
capacity of cold storages at that time was 351.00 lakh MT against the existing
capacity of 318.23 lakh MT in 2014. As per available information, currently, there are
8815 cold storages in the country with the capacity of 402.18 lakh MT as on date.
The State/UT-wise details of Cold Storages are at Annexure - I.(c): Government is implementing various schemes under which financial assistance
is available for setting up of post-harvest processing and cold chain infrastructure for
horticultural produce including perishable horticulture produce throughout the
country. Under MIDH, financial assistance is provided for setting up of post-harvest
management infrastructure including pack houses, cold storages, refrigerated
transport, ripening chambers, Integrated cold-chain infrastructure, Secondary
Processing units in the country and also provided financial assistance for setting up
of Food Processing for North Eastern and Himalayan States only. In addition,
Ministry of Food Processing Industries (MoFPI) also implements schemes such as
Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), which includes components for
integrated cold chain and value addition infrastructure.
(d): Keeping in view, the increase in prices of various inputs and material cost,
improved machinery and new technologies and on the basis of inputs from the
Stakeholders the operational guidelines of MIDH have been revised in 2025 by
incorporating the suggestions received from States and the prevailing market prices.
The MIDH guidelines is farmers friendly, Aadhar based payment systems and Direct
Benefit Transfer have been adopted for transparency and accountability.Annexure – I
