Parliament Question: Mobile Medical Units under PM-JANMAN Scheme

RAJESH MISHRA: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the Government has deployed Mobile Medical Units (MMUs) under the PM- JANMAN Scheme to provide healthcare services in tribal habitations within the areas of Sidhi,Singrauli andBeohari fallingunderthe SidhiParliamentary Constituency; (b) if so, the details thereof along with the number of tribal habitations covered by these Mobile Medical Units so far; (c) whether diagnostic tests and medicines are being provided through the said Mobile Medical Units and if so, the details of the diagnostic tests being conducted and the specific medicinesbeingmade availabletherein; (d) whether any qualitative improvements have been recorded in the health outcomes of the tribal populationfollowing the operationalisationof these Mobile Medical Units and if so, the detailsthereof; and (e) whether the Government has taken any large-scale awareness campaigns or publicity measures inthisregardandif so, the details thereof? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a) to (e): Mobile Medical Units (MMUs) are supported under National Health Mission (NHM) to provide outreach services in remote villages with difficult terrain which are underserved and inaccessible. Under NHM, norms have been relaxed for tribal/hilly/hard-to- reach areas to strengthen healthcare access. Up to 4 MMUs per district are permitted in tribal andhard-to-reachareas, compared to2inplaindistricts. Under the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), launched on 15th November, 2023 by Ministry of Tribal Affairs (MoTA), further relaxation in NHM norms has been provided up to 10 MMUs per district with Particularly Vulnerable Tribal Groups (PVTG) areas. As per MMU portal, 815 MMUs under PM-JANMAN are operationalacross the country for providing basic health services in tribal areas till 18.02.2026. As informed by Government of M.P., 1268 PVTG villages of 87 blocks in 21 districts including SidhiParliamentary Constituency are coveredby66MMUs underPM-JANMAN. To ensure availability of essential drugs and diagnostic tests to patients visiting the public health facilities, Government has rolled out the Free Drugs Service Initiative and Free Diagnostics Service Initiative underNHM. As informed by Government of M.P., 13tests and 65drugs are providedthrough the said MMUs. There are various mechanisms and survey agencies which generate data on tribal healthcare on a periodic basis. National Family Health Survey (NFHS) provides details on major changes in health outcomes among all the high-burden tribal districts across the country. Census of India provides population and household details including tribal areas. National Sample Survey provides household surveys on various socio-economic subjects.
