Parliament Question: Monitoring of Government Lawyers

GOVERNMENT OF INDIA MINISTRY OF LAW AND JUSTICE DEPARTMENT OF LEGAL AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 3522 TO BE ANSWERED ON FRIDAY, THE 13TH MARCH 2026 MONITORING OF GOVERNMENT LAWYERS 3522. SHRI PARSHOTTAMBHAI RUPALA: Will the Minister of LAW AND JUSTICE be pleased to state: (a) whether the Government has instituted a structured framework to assess the performance of its lawyers and empanelled advocates, if so, the details thereof along with the parameters used for such evaluation; (b) the specific measures taken to remove or replace underperforming Government lawyers; (c) whether a uniform, transparent, and comprehensive monitoring and review mechanism has been established to evaluate the performance of Government and empanelled lawyers to ensure effective protection of legal and financial interest of the Government, its agencies, and PSUs, if so, the details thereof; and (d) the steps taken to develop a centralised digital platform for real-time uploading, tracking and review of data relating to all Government litigation handled by Government and empanelled lawyers? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF LAW AND JUSTICE; AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI ARJUN RAM MEGHWAL) (a) to (c): The Government for efficient and effective conduct of litigation has a mechanism of designating an officer of the Department of Legal Affairs or a Ld. Law officer or Deputy Solicitor General as In-charge litigation for the cases before the various Courts/Tribunals in the country. They also submit monthly report with regard to allocation of cases and performance of the Panel Counsels to Department of Legal Affairs. Also as per the feedback received from Ministries/Departments about the performance of any panel counsel, they are sensitised and in some cases where any delinquency is found, the Counsel is even removed from the Panel. 1Also, as per the 'Directive for Efficient and Effective Management of Litigation by the Government of India' issued by the Department of Legal Affairs on 4.4.2025 feedback on the performance of empaneled Advocates and Standing/Panel Counsels for Union of India may be submitted by the Ministries/Departments. (d): The Department of Legal Affairs has launched Legal Information Management and Briefing System (LIMBS) in the month of February 2016. The LIMBS is an online platform managed by the Department of Legal Affairs to monitor all court cases wherein Union of India impleaded as a party. This web-based tool is designed to digitize the litigation management process effectively and provided a single online platform for monitoring the complete lifecycle of a case. It is an innovative and easy to access online tool which is available 24x7 to all Ministries/ Departments of the Union of India, the Law Officers and the empaneled Counsels, enabling them to upload the updated details related to UoI Cases. **** 2
