(a) the number of Memorandums of Understanding (MoUs) signed in the field of renewable
energy sector in the country including North-Eastern region and Rajasthan along with the
estimated cost (value) involved therein and its expected impact on employment and growth
thereon:
(b) the percentage of Government’s annual plan funds earmarked specifically for the North-
Eastern region and Rajasthan along with the increase in amount of central financial assistance
for the region/State under the Pradhan Mantri Surya Ghar-Muft Bijli Yojana (PM-SGMBY) and
Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) scheme;
(c) the details of renewable energy projects recently commissioned or under development in
North Eastern Region ; and
(d) the total number of people trained in the said sector under various programmes such as Surya
Mitra, Varun Mitra and Jal Urja Mitra?

(a) Presently, most of renewable energy projects are being set up by private sector developers.
However, the Ministry has signed MoUs with 32 States/UTs under PM Surya Ghar: Muft Bijli
Yojana (PM-SGMBY) to promote the installation of grid-connected rooftop solar systems in the
residential sector.
The Government has not carried out any specific study on employment generation. However, as
per the study viz. “Powering jobs growth with green energy” carried out by Council on Energy,
Environment and Water (CEEW) in July, 2019, approx. 9.89 lakh persons are estimated to be
employed in rooftop sector.
(b) State-wise annual allocation of funds is not done by the Ministry and the Central Financial
Assistance is released in accordance with the respective scheme guidelines.
As per the Government guidelines, 10% of the annual Gross Budgetary Allocation of the Ministry
is earmarked towards development of the North Eastern Region (NER).
During 2024-25, the total budget allocation (Revised Estimates) of the Ministry was
Rs.17,298.44 crore, out of which allocation of Rs.11,100 crore was for PM-SGMBY and of
Rs.2525 crore was for PM-KUSUM. During 2025-26, the total budget allocation (BE) of the
Ministry is Rs.26,549.38 crore, out of which allocation of Rs.20,000 crore is for PM-SGMBY
and of Rs.2600 crore is for PM-KUSUM.(c) The details of renewable energy projects commissioned in North Eastern Region are given
as Annexure.
(d) Till June, 2025, a total of 63713 persons have been trained under Suryamitra programme, 1276
persons have been trained under Varunmitra programme, 2160 persons have been trained under
Vayumitra programme and 601 persons have been trained under Jalurjamitra programme.
Additionally, 1.14 lakh persons have been trained in rooftop installations under PM-SGMBY.
