Multipurpose Sports Complex in Bhagalpur
†1185. Shri Ajay Kumar Mandal:
Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) whether there is any proposal to establish a sports stadium, sports
academy or multipurpose sports complex in Bhagalpur and if so, the
details thereof;
(b) the number of players from the said region who have benefited under
the "Khelo India" scheme;
(c) the amount of financial assistance provided for the development of
sports grounds in rural areas; and
(d) the steps taken/being taken by the Government to provide
scholarships and advanced training to talented players?
ANSWER

(a) ‘Sports’ being a State subject, the responsibility of development of
sports, including sports stadium, sports academy or multipurpose sports
complex, rests primarily with the respective State/Union Territory
Governments. The Union Government only supplements their efforts by
bridging critical gaps. The Khelo India Scheme and National Sports
Development Fund (NSDF), implemented by this Ministry, under which
financial assistance for development of sports infrastructure is provided
are demand-driven schemes. The proposals received from the State/
Union Territory Governments and other eligible entities are considered
for financial support, subject to their completeness, technical feasibility
and availability of funds under the scheme. This Ministry has not

multipurpose sports complex in Bhagalpur.
(b) Currently, there are 24 athletes from Bhagalpur, Bihar benefitting
under the Khelo India Scheme.
(c) The details of the sports infrastructure projects approved and their
sanctioned cost and funds released under the Khelo India Scheme and
NSDF across the country are available in the public domain on the
dashboard of the Ministry at https://mdsd.kheloindia.gov.in. and
http://www.nsdf.yas.gov.in/nsdf-glance.html.
(d) Under the “Talent Identification and Development” sub-component of
the Khelo India Scheme, identification and nurturing of sporting talent at
the grassroots levels is done across the country. The identified Khelo
India Athletes are provided long-term support through accredited
academies, including high-quality coaching, sports science support,
sports equipment, boarding and lodging, competition exposure, medical
insurance and an Out-of-Pocket Allowance (OPA). In addition, Sports
Authority of India (SAI), an autonomous organisation under the aegis
of Ministry of Youth Affairs and Sports, implements the various sports
promotional schemes across the country, to identify talented
sportspersons and nurture them in various age groups.
