Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:
(a) the details of the number of National Career Service Centres
(NCSCs) for Scheduled Castes/Scheduled Tribes (SCs/STs)
functioning in Tamil Nadu at present;
(b) the details of the total number of SCs/STs candidates received
counselling, coaching, or training through these centres during
the Financial Years 2022–23 and 2023–24;
(c) whether there are any targeted initiatives under these centres for
the Scheduled Tribe communities in hilly or tribal areas of Tamil
Nadu and if so, the details thereof;
(d) the details of the number of job seekers registered, trained and
placed its jobs through these centres in Tamil Nadu, category-
wise; and
(e) whether the Government has any plans to expand or upgrade
these centres in Tamil Nadu and if so, the details thereof?

(a) Ministry of Labour and Employment is implementing the “Welfare
of SC/ST jobseekers” Scheme. The objective of the scheme is to
enhance the employability of SC/ST jobseekers through vocational
guidance, career counselling, computer training, pre-recruitment
training etc. Till date, 25 National Career Service Centres for SC/ST
(including one Centre at Chennai in Tamil Nadu) have been opened as
per the request of State/ UT and are functional.(b) These 25 centres have provided career counselling/ vocational
guidance/ typing & shorthand training to more than 2.53 lakh and 2.58
lakh SC/ST candidates during the years 2022–23 and 2023–24,
respectively. Further, to enhance the employability of SC/ST
candidates, these centres provided training to 4,560 SC/ST candidates
under Special Coaching Scheme and computer training to 9,804
candidates during the years 2022-23 and 2023-24.
(c) The targets for Chennai centre are given at Annexure I.
(d) The achievements of Chennai Centre are given at Annexure I.
Under the scheme, providing placement is not mandatory,
however, efforts are made to place the SC/ST candidates by organizing
job fairs. Offer of appointment has been given to 2,242 SC/ST
candidates in the period of 2022–24, during the job fairs organized by
Chennai centre in collaboration with State Govt./NGOs, etc.
(e) The scheme envisaged opening of these Centres as Model
institutes to enhance the employability of SC/ST jobseekers through
guidance/ coaching/ training in States/UTs on their request. The State
/UT Govt. are at liberty to open similar Centres in the States/UTs from
their own resources depending on their requirement.
