Parliament Question: National Coastal Mission in Andhra Pradesh

SHRI MAGUNTA SREENIVASULU REDDY: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) the details of the list of initiatives proposed, sanctioned and presently working under the National Coastal Mission (NCM) in Andhra Pradesh, district-wise including Prakasam district; (b) the details of status of implementation of each component of the NCM in Andhra Pradesh at present, district-wise; (c) the details of total funds allocated, released and utilised under the NCM during the last five years in Andhra Pradesh, district-wise; (d) the details of list of beneficiaries of capacity building /outreach programmes/implemented being implemented under NCM in Andhra Pradesh during the last five years, district-wise; and (e) the details of the list of research and development initiatives implemented under NCM during the said period in Andhra Pradesh during the last five years, district-wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) to (e): The National Coastal Mission (NCM) is a Central Sector Scheme under the National Coastal Management Programme (NCMP), aimed at enhancing the resilience and sustainability of coastal regions. The scheme was approved with a budgetary outlay of ₹87 crore for a period of five years (FY 2021–2026) and subsequently subsumed under NCM 2.0 (2025-31) with an outlay of ₹767 crore. NCM aims to address challenges related to climate change in coastal areas through vulnerability risk assessments, implementation of adaptive and mitigative measures including capacity building. It also emphasizes on awareness generation amongst implementing agencies, coastal communities, and other stakeholders to strengthen local adaptive capacities. Under the National Coastal Mission, beach cleaning cum awareness programmes were organized in collaboration with Coastal States and Union Territories including Andhra Pradesh. The objective is to sensitize coastal communities about importance of clean beaches, its impact on coastal ecosystems and marine environment. These activities were carried out through participation of local communities, college and school students, National Cadet Corps, Indian Coast Guard, Non-Governmental Organisations and other stakeholders Financial support from NCM, amounting to a total of ₹12.75 lakhs (2023–2025) was given for such awareness programmes in Andhra Pradesh in the districts of West Godavari, East Godavari/Kakinada, Visakhapatnam, Nellore, Krishna, Vizianagaram and Srikakulam District. *****
