Parliament Question: National Health Mission in Assam

SHRIKAMAKHYAPRASAD TASA: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) the total number of CommunityHealth Centres and Primary Health Centres set upin the State of Assam underthe National HealthMission (NHM) during the last three years; (b) the details of the funds allocated to the said State under the National Health Mission (NHM) during the last three years; (c) whether the Union Government has received any complaints of corruption under NHM from Assam between2022and2025,if so, the detailsthereof; (d) the details of programmes being implemented by the Union Government to improve the healthcarefacilities inthe rural areasof Assam underNHM; and (e) the details of health check-up camps, blood donation camps and eye check-up camps conducted bythe NHM inthe rural areasof Assam? ANSWER THE MINISTEROFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a): “Public Health” and “Hospital” are State subject, the primary responsibility for planning, implementing, maintaining and to set up adequate number of healthcare facilities as per requirement is of that State Government. Under the National Health Mission (NHM), financial and technical support is provided to States/UTs to strengthen their healthcare system based on proposals received from States/UTs intheirProgrammeImplementation Planwithin theirresource envelope. As per the information provided by the State Government of Assam, a total of 33 Community Health Centres(CHCs) and 33Primary Health Centres (PHCs) were made functionalunder National HealthMission (NHM) during last three years. Further, the details of Community Health Centres (CHCs), Primary Health Centres (PHCs) and Sub Health Centres (SHCs) operational in the country including Assam is available in HDI 2023-24 report at the following web link. https://www.mohfw-dohfw.gov.in/static/uploads/2026/05/57202cf30629539e4d0fb0a2f700ac62.pdf(b): The funds allocated to the State of Assam under the National Health Mission (NHM) are Rs. 1741.02 crore, Rs. 1818.90 crore and Rs. 2284.19 crore for the years 2024-25, 2025-26 and 2026-27 respectively. (c): The Ministry of Health and Family Welfare receives representations/complaints from time to time relating to the implementation of various programmes, including the National Health Mission (NHM). Such complaints, wherever received, are forwarded to the concerned State Government/Union Territory Administration for examination and appropriate action, as health is a State subject. The Ministry also monitors the implementation of NHM through established monitoring and review mechanisms, including periodic reviews, audits, and utilisation of financial managementsystems,topromotetransparency andaccountability. (d): The details of programmes and interventions being implemented by the Union Government to improve the healthcare facilities in the rural areas of Assam under NHM includesAyushmanArogya Mandir (AAM), Ayushman Bharat Digital Mission (ABDM), Training and Capacity Building: Strengthening of Community Health Centres (CHCs) as First Referral Units (FRUs), Indian Public Health Standards (IPHS) 2022, National Quality Assurance Standards (NQAS), Free Diagnostics Service Initiative (FDSI), Free Drugs Service Initiative (FDSI), Human Resource Support, Mobile Medical Units (MMUs), National Ambulance Services (NAS), Pradhan Mantri-Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), Infrastructure Augmentation and15th Finance Commission Grants. (e): As per Ayushman Aarogya Mandir (AAM) portal data, a total of 49,709 outreach camps (Health Melas/Ayushman Arogya Shivir) have been organized at Ayushman Arogya Mandir with a total footfallof41,92,520inAssam. *****
