SHRIBAPI HALDAR: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether it is a fact that India has approximately 0.75 psychiatrists per 100,000 Population,whereasWHO recommendsat least 3per100,000, if so, the details thereof; (b) the details of funds allocated and utilised under the National Mental Health Programme (NMHP)during the last elevenyears, State-wise andyear-wise; and (c) the details of funds allocated and utilised under the District Mental Health Programme (DMHP)during the last elevenyears, State-wise andyear-wise? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV) (a) to (c) As per the National Mental Health Survey (NMHS) 2016, conducted by the National Institute of Mental Health and Neuro Sciences (NIMHANS), Bengaluru in 12 States of the country, the availability of Psychiatrists in the NMHS states varied from 0.05 per lakh population in Madhya Pradesh to 1.2 per lakh population in Kerala. As per the WHO Mental Health Atlas 2020, the global average of availability per 1,00,000 population is1.7psychiatrists. The governmenthasincreased numberof Medical Colleges, Under Graduate (UG) andPost Graduate (PG) seats. There is an increase in Medical Colleges from 387 to 818; UG seats from 51,348to1,28,976 andPGseats from 31,185to85020from 2014 toason date. Under the tertiary care component of National Mental Health Programme (NMHP), 25 Centres of Excellence have been sanctioned to increase the intake of students in PG departments in mental health specialities as well as to provide tertiary level treatment facilities. Further, the Government has also supported 19 Government medicalcolleges/institutions to strengthen 47 PG Departments in mental health specialties. As and when proposals are received from States / UTs / Institutes, the same are examined and funds are released accordingly as per the procedures and conditions of Department of expenditure for release of fund. The details of budget allocation and funds released to States / UTs / Institutes under National Mental Health Programme (NMHP) year-wise is at Annexure-I.
