POONAMBEN HEMATBHAI MAADAM: Will the Minister of CULTURE be pleased to state: a) whether the Government has achieved the objectives envisaged under the National Mission on Libraries (NML), if so, the details thereof; b) the details of the libraries actually established under the National Mission on Libraries, State/UT-wise including the State of Gujarat; c) whether the Government is conducting regular capacity building programmes for public library personnel under the National Mission on Libraries; and d) if so, the details thereof? ANSWER MINISTER OF CULTURE AND TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) Yes, Sir. The Ministry of Culture has substantially achieved the objectives envisaged under the National Mission on Libraries (NML) Scheme. The details in this regard are provided at Annexure-A. (b) As libraries are a State subject under the Seventh Schedule to the Constitution of India, public libraries function under the control of the respective State Governments/Union Territory Authorities. However, under the "Setting up of NML Model Libraries" component of the National Mission on Libraries (NML) Scheme, the Ministry of Culture provides financial assistance to one State Central Library and one District Library in each State/Union Territory, based on the recommendations of the respective State/Union Territory Authority. The details of the libraries supported under this component, including those in the State of Gujarat, are provided at Annexure-B. (c) & (d) Yes, Sir. Capacity Building Programmes (CBPs) are organized under the National Mission on Libraries (NML) Scheme across the country to provide training to library professionals. The details thereof are provided at Annexure-C.ANNEXURE A NATIONAL MISSION ON LIBRARIES (NML) The National Mission on Libraries (NML) is a scheme of the Ministry of Culture aimed at enhancing public library services across the country. It focuses on digital integration, infrastructure improvement, and capacity building to modernize and sustain library development in India. The Raja Rammohun Roy Library Foundation (RRRLF), Kolkata, serves as the nodal agency for implementation of the Scheme. The scheme consists of the following four components: -  Creation of National Virtual Library of India (NVLI)  Setting up of NML Model Libraries  Quantitative & Qualitative Survey  Capacity Building National Virtual Library of India (NVLI) presently known as India Culture Portal (ICP): The National Virtual Library of India (NVLI) was envisaged as a digital platform to provide unified access to India's cultural resources through a user-friendly multilingual interface. The Ministry of Culture entrusted its development to IIT Bombay. The initiative has since evolved into the Indian Culture Portal, which aggregates digital and bibliographic resources from various cultural institutions. As a major milestone, Indian Culture Portal 2.0 was launched on 05.03.2026 with a modern React-based frontend and Drupal backend, offering improved performance, enhanced search capabilities, and the AI-powered chatbot. Setting up of NML Model Libraries: Under this component, financial assistance is provided to one State Central Library and one District Library in each State/UT, as recommended by the respective State/UT Library Authority, for the following purposes: a) Improvement of Infrastructure b) Up-gradation of Technology & Modernization of Services c) Creation of Facilities for specially abled groups d) Procurement of Reading Resources to meet local need and Advocacy and Outreach Programmes The pattern of financial assistance is as follows:  90:10 (Central : State) for North Eastern States;  75:25 (Central : State) for other States; and  100% Central assistance for Union Territories without Legislature. Under this component, financial assistance has been provided to 29 State Central Libraries, 40 District Libraries and 5 Libraries under the Ministry of Culture, covering 35 States/Union Territories. Quantitative & Qualitative Survey of Public Libraries in India: The Quantitative and Qualitative Survey of Libraries was undertaken to collect descriptive statistics about the public and other libraries of the country. The survey has been completed and the final report has been accepted by the Ministry of Culture. The report has been made available on the website of RRRLF (www.rrrlf.gov.in/Docs/pdf/Survey_Report.pdf). Capacity Building: The Capacity Building component aims to hone the professional skills of Library professionals as well as to apprise them with the latest technology. The program of Capacity Building is being conducted for providing training to the Library Professionals to develop expertise in handling technology tools and to inculcate the requisite managerial, analytical, decision making, book binding techniques planning and organizational skills among the in-service library professionals.
