Kamlesh Jangde: Shri Yogender Chandolia: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether the Government proposes to enhance the capacity of the existing National Sports Federations under the National Sports Policy, 2025;(b) whether the said policy include any provisions for early identification and nurturing of talent and if so, the details thereof; (c) whether this policy has any provision to encourage the participation among women, economically weaker sections, tribal communities and divyangjans especially in Himachal Pradesh; (d) if so, the steps taken by the Government in this regard particularly in Chhattisgarh; (e) whether the said policy has provisions for developing rural and semi-urban sports infrastructure in the Dewas–Shajapur Lok Sabha Constituency; (f) if so, the details of the funds or schemes allocated under the said policy for upgrading local stadiums, school grounds or district sports centres; (g) whether the Government is taking any steps to identify and support young athletes from tribal and SC, ST communities in the rural areas of Dewas-Shajapur and if so, the details thereof and if not, the reasons therefor; and (h) whether the Government has any plan to launch district-specific talent identification and coaching programmes in Dewas–Shajapur? ANSWER THE MINISTER OF YOUTH AFFAIRS AND SPORTS (DR. MANSUKH MANDAVIYA) (a): Yes, Sir. One of the key objective of the Khelo Bharat Niti – 2025 is to strengthen governance and institutional frameworks in the sports sector. Provisions in the Niti to enhance the capacity of National Sports Federations (NSF) inter-alia include focusing on operational efficiency, professional management, transparency and financial sustainability and also to establish regulatory framework including law, if required, for governance, etc. Details of which are at https://yas.nic.in/sites/default/files/Khelo-Bharat-Niti-2025_0.pdf(b): The objectives of Khelo Bharat Niti-2025 inter-alia include development of a robust talent identification and development system to nurture future champions. The Niti has provisions for the early identification and nurturing of sporting talent. These include structured talent scouting at the grassroots level through schools, colleges, and community programs; scientific assessment and profiling of young athletes; and their induction into talent development schemes. The Niti also aims to expand sports talent search and development activities involving various stakeholders like NSFs, states, educational institutes, private organisations. (c) & (d): The objectives of Khelo Bharat Niti-2025 inter-alia includes to ensure equitable access to sports infrastructure across the country and to establish comprehensive sports programs for all participation groups, from grassroots to elite levels including participation among women, economically weaker sections, tribal communities and divyangjans from around the country, and also promote social development and inclusion through sports. To foster inclusivity and increase participation in sports among women, economically weaker sections, tribal communities, and individuals with physical or psychological challenges, the Niti-2025 has provisions to establish dedicated sports facilities with services tailored to their specific needs. These inclusive infrastructures help reduce barriers and encourage active participation. It also has provisions to organize regular sporting leagues, designed specifically for these groups, to enhance engagement and provide sustained opportunities for involvement. (e) & (f): With the objective to ensure equitable access to sports infrastructure across the country, the Khelo Bharat Niti-2025 emphasizes equitable access to sports facilities, with a focus on infrastructure development from block to state levels irrespective of economic, social and geographic disparities. Under the “Creation and upgradation of sports infrastructure” component of the Khelo India Scheme, this Ministry renders financial support for creation of basic sports infrastructure such as sports complex, synthetic athletic tracks, synthetic hockey fields, synthetic turf football grounds, multipurpose halls, swimming pools, etc. along with sports equipment. Further, under National Sports Development Funds(NSDF), Government supports various institutions and individuals for creation and upgradation of sports facilities. (g) & (h): Under the Sports Promotional Schemes of Sports Authority of India (SAI), athletes are identified based on their potential/talent, including athletes from tribal and Scheduled Caste (SC), Scheduled Tribe (ST) communities). At present, no SAI Centres is operational in Dewas-Shajapur, however, initiatives have been undertaken for talent identification and coaching programmes under the Khelo India Scheme for nurturing talents of the sports person across the country including Dewas–Shajapur. The Khelo India Centres (KICs) are set up with an objective of facilitating training for willing children, including athletes SC, ST communities in the rural areas providing livelihood opportunities to Past Champion Athletes (PCAs) as coaches and to augment the utilization of existing infrastructure.
