SHRI SANA SATHISH BABU: Will the Minister of Jal Shakti be pleased to state: (a) details of the total command area covered under water use efficiency measures in the State of Andhra Pradesh under National Water Mission (NWM) since 2020; (b) funds allocated, sanctioned and disbursed for water use efficiency initiatives in the State under NWM since Financial Year – 2022-23, year-wise; (c) the steps taken to promote micro-irrigation systems such as drip and sprinkler irrigation under NWM in the State; and (d) whether awareness campaigns and capacity-building programmes have been conducted for farmers and irrigation officials to promote efficient water management practices under NWM, if so, the details thereof? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) to (d) The Government of India established National Water Mission (NWM) as one of the eight National Missions under the National Action Plan on Climate Change. The main objective of NWM is “conservation of water, minimizing wastage and ensuring its more equitable distribution both across and within States through integrated water resources development and management”. To fulfil the requirements of one of the goals of NWM i.e. to increase water use efficiency by 20%, Bureau of Water Use Efficiency (BWUE) has been set up for efficient use of water in irrigation, industrial and domestic sectors. No direct funding is provided to states for water use efficiency initiatives under NWM. To promote awareness among farmers regarding drip irrigation and sparkler systems and to evaluate the Water Use Efficiency (WUE) of major and medium irrigation projects, Bureau of Water Use Efficiency under NWM has completed 18 baseline studies through three premier institutions: the Water and Land Management Training and Research Institute (WALAMTARI), Hyderabad; the Water and Land Management Institute (WALMI), Aurangabad; and the Centre for Water Resources Development and Management (CWRDM), Kozhikode In Andhra Pradesh, 05 Baseline studies have been conducted in Medium Irrigation Projects namely- 1i. Vengalaryasagaram Medium Irrigation Project ii. Guntur Channel Diversion Scheme iii. Rallapadu Medium Irrigation Project iv. Thatipudi Medium Irrigation Project v. Torrigadda Pumping Scheme Medium Irrigation Project Goal III of the NWM envisions the “promotion of citizen and State actions for water conservation, augmentation, and preservation, with focused attention on vulnerable areas, including over-exploited regions.” In line with this objective NWM conducts training and capacity-building programmes for various stakeholders, including farmers and irrigation officers, to promote efficient water management practices across the country. Institutes such as WALAMTARI, Hyderabad; WALMI, Dharwad; National Institute of Hydrology (NIH), Roorkee; North Eastern Regional Institute of Water and Land Management (NERIWALM), Tezpur; and CWRDM, Kozhikode conducts training programmes under the sponsorship of NWM. During the financial year 2024–25, a total of 32 training, capacity-building, and awareness programmes were conducted, covering more than 2,000 participants. Similarly, during the current financial year 2025–26, 36 such programmes have been conducted, benefiting more than 4,000 participants. Details of the institutes, number of trainings, and participants for last two financial years is attached at Annexure-I. As reported on JSA: CTR portal, total of 1,84,988 Farmers’ training programs/ Kishan Melas have been organized by Krishi Vigyan Kendras (KVKs) focusing on water saving crops and cropping practices. Furthermore, as reported by the State Government of Andhra Pradesh: i. an area of 4.11 lakh hectares has been brought under Micro Irrigation, benefiting 3.72 lakh farmers. Out of this, 3.30 lakh hectares is covered under Drip Irrigation, benefiting 2.97 lakh farmers, while 0.81 lakh hectares is covered under Sprinkler Irrigation, benefiting 0.75 lakh farmers. ii. the funds allocated, released and utilized from Financial year - 2022-23 to 2025- 26 (as on dated 20.03.2026) is attached at Annexure-II. iii. subsidy is provided to the Drip and Sprinkler Irrigation. The details in this regard are attached at Annexure-III. iv. training programmes are conducted for the farmers, officers and field functionaries to promote efficient water management practices.
