SHRI MAHESH KASHYAP: SHRI PRATAP CHANDRA SARANGI: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the total number of National Youth Volunteers deployed under the National Youth Corps (NYC) scheme across the country, State/UT- wise; (b) whether the Government is taking any measures to strengthen training, supervision and monitoring mechanisms of the said scheme, if so, the details thereof; (c) whether the Government has any proposal to enhance the deployment, training support or programme interventions of said Volunteers in Odisha particularly in Bhadrak and Balasore districts, if so, the details thereof; and (d) the details of the funds sanctioned and utilised on skill development by various Departments from 2020 onwards, years-wise in Balasore Lok Sabha Constituency? (a) At present, a total of 3,058 MY Bharat Youth Volunteers (earlier National Youth Volunteers) are deployed across the country. (b) & (c) The National Youth Corps Scheme provides for induction training at the time of joining of volunteers and refresher training during the engagement period to build the capacities of volunteers. The district level officers of MY Bharat are responsible for the supervision, field guidance and periodic performance monitoring of volunteers. This framework of training, reporting processes and field- level oversight is uniformly implemented across all States and Union Territories, including Bhadrak & Balasore districts of Odisha. (d) The Government implements activities/programmes/schemes of skill development through various Ministries/Departments. As per the inputs received from various Ministries/Departments, the details of the funds sanctioned and utilised on skill development from 2020 onwards is as follows:- i. Ministry of Skill Development and Entrepreneurship (MSDE): The Ministry is implementing flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY), since 2015, for imparting skill development training through Short-Term Training (STT) and up- skilling and re-skilling through Recognition of Prior Learning (RPL) to youth across the country with aim to enhance the employability of the youth to access employment opportunities by equipping them with industry relevant skills. There is no district-wise funds allocation under PMKVY Scheme. Ministry of Minority Affairs: The Ministry has implemented various skill development schemes like Seekho aur Kamao, Nai Roshni and Nai Manzil in the past, which have now been converged under an umbrella scheme ‘Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS)’. These schemes were implemented as Central Sector Schemes. Under these schemes, the district/constituency wise financial data was/ is not maintained. Further, since the projects are allocated to different implementing agencies, that invariably operate across more than one State/ UT, the state/ UT wise financial data is also not available. However, the target allocation data for State of Odisha, along with a brief of these schemes are as follows:- Seekho aur Kamao: ‘Seekho Aur Kamao’ was launched as a  placement-linked, skill development scheme in September 2013, for youth belonging to the six notified minority communities in India. The scheme targeted to upgrade the skills of minority youth (14-45 years) in various modern/ traditional skills depending upon their qualification, prevailing economic trends, and market potential, that could earn them suitable employment or make them suitably skilled to take up self-employment.  Nai Manzil: The Nai Manzil scheme aimed at reaching out to the school dropouts among the minority youth and providing them with formal education through open schooling certification of class (OBE) 8th/10th and NSQF-compliant skilling for minimum 3 months, to enable them to seek better employment and livelihood opportunities. The beneficiaries included those who have been educated in community education institutions like madarsas or students not having formal school leaving certificate among others. The Nai Manzil 4scheme has been the first World Bank initiated programme for the Ministry and was funded with 50% contribution from the World Bank. The total number of beneficiaries trained in the state of Odisha was 1240. Nai Roshni: The Nai Roshni scheme has been a unique women  leadership development program launched in FY 2012-13. The objective of the scheme was to empower and instil confidence among minority women, including their neighbours from other communities, by providing knowledge, tools, and techniques for interacting with government systems, banks, and other institutions at all levels. The targeted women beneficiaries were trained in various leadership training modules covering issues such as life skills, financial literacy, digital literacy, water, sanitation, hygiene, legal rights and entitlements, through a 6-day modular training.  The Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) is a Central Sector Scheme of the Ministry which converges five erstwhile schemes viz. ‘Seekho Aur Kamao’, ‘Nai Manzil’, ‘Nai Roshni’, ‘USTTAD’ and ‘Hamari Dharohar' schemes. The scheme focuses on upliftment of six notified minority communities through the following: A. Skilling and Training (Non-traditional and traditional) B. Women Leadership and Entrepreneurship C. Education (through National Institute of Open Schooling) D. Infrastructure Development (through Pradhan Mantri Jan Vikas Karyakram) Under the PM VIKAS Scheme, a target of about 1,400 beneficiaries has been allocated to WAPCOS (Water and Power Consultancy Services (India) Limited) and Indian Institute of Tourism and Travel Management for the state of Odisha. iii. Department of Agricultural Research and Education: There are two Krishi Vigyan Kendras (KVKs) in Balasore Lok Sabha Constituency. Department of Social Justice & Empowerment: Pradhan Mantri – Dakshta Aur Kushalta Sampann Hitgrahi (PM-DAKSH) Yojana, a Central Sector Scheme, launched in 2020-21 for providing skill training, was implemented by three Corporations of DOSJE, i.e. National Scheduled Castes Finance and Development Corporation (NSFDC), National Backward Classes Finance & Development Corporation (NBCFDC), and National Safai Karamcharis Finance & Development Corporation (NSKFDC). Ministry of Tribal Affairs: The Ministry through Tribal Co- operative Marketing Development Federation of India (TRIFED) is implementing the scheme ‘Pradhan Mantri Janjatiya Vikas Mission’ (PMJVM), under which financial support is provided for establishment of Van Dhan Vikas Kendras (VDVKs) which are primarily clusters of tribal SHGs formed to reap economies of scale through value addition and marketing of MFPs / non-MFPs. A maximum amount of Rs 15.00 lakhs is provided to State Governments for establishing a VDVK. Training and capacity building of VDVK members is an integral component for setting up these VDVKs. In Odisha, under the PMJVM scheme, 170 6VDVKs have been sanctioned till date with funds amounting to Rs.2479.25 lakhs, covering 50,094 members, and under the PM JANMAN scheme, 66 VDVKs have been sanctioned with funds amounting to Rs.263 lakhs, covering 5,244 members. vi. Department of Higher Education: The UGC had facilitated higher education institutions across the country to provide skill based education under National Skill Qualification Framework in Colleges and Universities through its scheme of Community Colleges, B.Voc Degree Programmes and Deen Dayal Upadhyay Centres for Knowledge Acquisition and Upgradation of Skilled Human Abilities and Livelihood (DDU KAUSHAL) from 2014-15 to 2021. Further, UGC released a total amount of Rs. 36.58 Lakhs (on a reimbursement basis) in the State of Odisha, including Balasore District, from 2020 to till date under Community Colleges & B.Voc Degree Programme schemes. The tenure of the approved programmes has ended and no fresh grant has been sanctioned/released. Department of Agriculture & Farmers Welfare: The Department is implementing Skill Training of Rural Youth (STRY) programme, since 2015 onwards, which aims at training rural 7youths/farmers including farm women across the country. The training under this component is of 7 days duration for15 trainees per batch and focus on specific vocational areas in agriculture& allied sectors. Both public and private/ Non- Governmental Institutions including Vocational Training organizations, Youth Organisations (like MY Bharat Kendra), Krishi Vigyan Kendras, etc., is actively involved in implementation of this programme. Under STRY, there is a provision of Rs.42,000/- for one batch of skill training for 15 candidates as per the cost norms of ATMA cafeteria @ Rs.400/- per farmer per day. The leading areas covered under STRY are Mushroom production techniques, Goat rearing and management, Clean milk production, Production of bio- fertilizers, Vermicomposting, Post-harvest processing and packaging of fruits and vegetables, Repair and maintenance of Farm machinery, Nursery management of horticultural corps, Fish rearing and management, Poultry rearing and management, Organic production of fruits and vegetables, Integrated dairy development, Integrated pest management in crops, Seed production and certification and Bio-pest control etc. There is no fund allocation in State/UT wise under STRY programme. Funds are released to MANAGE, Hyderabad for implementation of the programme through the Implementing Agencies. **** 8
