In response to Unstarred Question No. 817 from Shri Imran Masood regarding the proposal to develop a new airport in Saharanpur to promote trade and air connectivity, the Ministry of Civil Aviation, answered by Minister of State Shri Murlidhar Mohol, states the following:
The Government of India (GoI) has a Greenfield Airports (GFA) Policy, 2008, which requires airport developers, including State Governments, to identify a suitable site, conduct a pre-feasibility study, and submit a proposal to the Central Government for 'Site Clearance' and 'In-Principle' approval.
The Ministry of Civil Aviation has not received any proposal under the GFA Policy for 'Site Clearance' to set up a Greenfield Airport in Saharanpur, Uttar Pradesh. However, under the RCS-UDAN scheme, the Airports Authority of India (AAI) has developed a Civil Enclave at Sarsawa in Saharanpur district of Uttar Pradesh, with a CAPEX of Rs. 46.86 Crore. The question was to be answered on the 4th of December 2025.

(a) whether the Government proposes to develop a new airport in Saharanpur to
promote trade and use small aircrafts to provide air connectivity to passengers;
and
(b) if so, the details thereof?

(a) & (b): Government of India (GoI) has formulated a Greenfield Airports (GFA)
Policy, 2008 for development of new Greenfield airports in the country. As per the
policy, if any airport developer including the State Government desires to develop
an airport, they are required to identify a suitable site and get the Pre-feasibility Study
conducted and submit a proposal to the Central Government for 'Site Clearance'
followed by 'In-Principle' approval.
No proposal under GFA Policy has been received in Ministry of Civil Aviation for
grant of 'Site Clearance' for setting up of a Greenfield Airport in Saharanpur, Uttar
Pradesh.
Also, under the RCS-UDAN scheme, Airports Authority of India (AAI) has
developed a Civil Enclave at Sarsawa in Saharanpur district of Uttar Pradesh, with a
CAPEX of Rs. 46.86 Crore.
