SHRI CAPTAIN VIRIATO FERNANDES: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) whether it is a fact that the term of the previous Goa Coastal Zone Management Authority (GCZMA) expired on 26 December, 2025; (b) whether the State Government of Goa proposed the list of names, including ex-officio and expert members to the Ministry of Environment, Forest and Climate Change (MoEF&CC) for the reconstitution of the next Authority; (c) if so, the details thereof including the name of the officials and date on which the said proposal officially forwarded by the State Government of Goa to the MoEF&CC; (d) the mandated timeframe within which the proposal of list of names has to be submitted and whether there was a delay in submission of this proposal within the said timeframe; and (e) the current status and the specific date of issuance of the official notification for the reconstitution of the next Authority? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) to (e) The tenure of Goa Coastal Zone Management Authority (GCZMA) expired on 26.12.2025. As per the directions related to the constitution of SCZMA (State Coastal Zone Management Authority) timely action is required to be taken by the State Governments or Union territory Administrations for re-constitution of the SCZMAs before the expiry of their respective terms. The proposal for re-constitution of the GCZMA, including ex-officio and expert members was sent by the State Government of Goa, vide letter dated 24.12.2025. After following due process which includes examination, processing, legal vetting etc., the GCZMA was re-constituted vide S.O. 1034(E) dated 26th February, 2026 for a period of three years. A copy of the notification which provides the names/designations of the officials is provided as Annexure-I. As per provisions of CRZ Notification, in case the State CZMAs are not in existence due to expiry of their tenure or any other reasons, then it shall be the responsibility of the Department of Environment in the State Government or Union territory Administrations, who are the custodian of the Coastal Zone Management Plans of respective States or Union territories, to examine and recommend the proposals in terms of the provisions of the said notification to the Ministry. *****Annexure-I
