(a) to (d): The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme
(CSS) for ‘Establishment of new medical colleges attached with existing district/referral
hospitals’ with preference to underserved areas and aspirational districts, where there is no
existing Government or private medical college. The fund sharing mechanism between the
Centre and State Governments is in the ratio of 90:10 for North Eastern and Special Category
States, and 60:40 for others. Under the Scheme, 157 Government medical colleges have been
approvedinthree phases including twenty-seven (27) medicalcollegesinUttar Pradesh.
Government Medical College (GMC) at Banda, Uttar Pradesh is a State funded medical
college. The construction & management of the college comes under the purview of the State
Government of Uttar Pradesh. The State government has informed that sufficient number of
doctors, paramedical staff, necessary infrastructure & equipment are available as per National
Medical Commission norms. Also, as of now there are no super specialty services available inthe medicalcollege.
Further, “Public Health and Hospitals” is a State subject, the primary responsibility of
strengthening public healthcare system, lies with the respective State Governments. However,
Ministry of Health and Family Welfare, under National Health Mission (NHM) provides
technical and financial support to the States/UTs to strengthen the public healthcare delivery at
public healthcarefacilities.Asperthe informationprovidedbytheGovernment ofUttarPradesh,
in Chitrakoot District under Manikpur Block, two (02) Community Health Centres (CHC) at
Manikpur and Raipura, along with ten (10) Primary Health Centres (PHCs), are functional with
all the necessary equipmentandmedicalfacilities.
