Parliament Question: NHM Schemes and Financial Assistance in Odisha

SHRIPRADEEPPUROHIT: Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate: (a) the details of programmes being implemented by the Union Government under the National Health Mission (NHM) inOdisha during the last two years, indicating the objectives andthe funds releasedbythe Central Government, year-wiseandscheme-wise; (b) the number of beneficiaries covered under various NHM schemes during the last two years in the State, district-wise, particularly in Bargarh and Jharsuguda, scheme-wise and year-wise; (c) the details of financial assistance sanctioned, released andutilised under NHM for Odisha during the last two financial years, indicatingthe Central andState shares separately; and (d) whether the Government has assessed the adequacy of NHM infrastructure, healthcare manpower and service delivery in Bargarh and Jharsuguda districts and if so, the details thereof, along with any proposals under consideration for strengthening healthcare facilities inthese districts? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV) (a) to (d): ‘Public Health and Hospital’ is a state subject. The primary responsibility for strengthening public healthcare system, including infrastructure, healthcare mapower and service deliverylieswith the respective State/UnionTerritories (UTs),including Odisha. However, under National Health Mission (NHM), Ministry of Health and Family Welfare provides technical and financial support to the States/UTs, including Odisha, to strengthen the public healthcare system based on the proposals received in the form ofProgramme Implementation Plans (PIPs). The Government of India provides approval for the proposal in the form of Record of Proceedings (RoPs) as per norms & available resources. The RoPsof the State of Odisha canbe accessed at https://nhm.gov.in/index4.php?lang=1&level=0&linkid=45&lid=58 Ayushman Arogya Mandirs (AAMs) represent one of the most significant transformations in primaryhealthcare,serving asthe cornerstone of universal healthcoverage in India. Going beyond basic curative care, these centres offer an expanded package of services, including screening and management of non-communicable diseases, maternal and child health, mental health, oral health, eye care, ENT care, and palliative care. By shifting the focus from curative care to community-based preventive and promotive health, Ayushman Arogya Mandirs are layingthe foundationfor a healthier andmore resilient India. They provide guidance on the health system components such as infrastructure, human resource, drugs, diagnostics, equipment, quality, and governance requirements for delivering health services at these facilities. They are used as the reference point for public healthcare infrastructure planningand up-gradation in the States and UTs. The Ministry has developed an open-source toolkit and a web-based dashboard (www.iphs.mohfw.gov.in) launched under IPHS on 28th June 2024 to facilitateself- assessment by all levels of facilities including Ayushman Arogya Mandirs. The IPHS Dashboard is designed to monitor public health facilities' compliance with the IPHS 2022 standards andoffers real-time updates, enablingoversight anddata-driven decision-makingto identifygapsandfacilitate timelyinterventions. Under NHM, the performance of various health programmes including NHM infrastructure, healthcare manpower and service delivery is regularly monitored in all the States/UTs, through review meetings, mid-term reviews of key deliverables, field visits of senior officials, promoting performance by setting up benchmarks for service delivery & rewarding achievementsetc. Also, Common ReviewMissions (CRM) are conductedannually toassess andmonitorthe progress andimplementation status underthe scheme. ****
