GOVERNMENT OF INDIA MINISTRY OF AGRICULTURE AND FARMERS WELFARE DEPARTMENT OF AGRICULTURE AND FARMERS WELFARE RAJYA SABHA UNSTARRED QUESTION NO. 3854 TO BE ANSWERED ON 27/03/2026 NON-IMPLEMENTATION OF e-NAM IN WEST BENGAL 3854. SHRI SAMIK BHATTACHARYA: Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state: (a) whether e‑NAM has not been implemented or operationalised in West Bengal despite the State being a major agricultural producer; (b) the number of APMC mandis in West Bengal integrated with e-NAM till date; (c) the number of letters, advisories, reminders or official communications issued by Central Government to Government of West Bengal seeking implementation of the platform since the launch of e-NAM, year-wise; (d) the reasons conveyed by State Government, if any, for non-implementation or partial adoption of e-NAM; and (e) the impact assessment, if undertaken, of non-implementation of e-NAM on price discovery, farmer incomes and inter-State agricultural trade in West Bengal? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE (SHRI RAMNATH THAKUR) (a): National Agriculture Market (e-NAM) is implemented/operationalized in West Bengal. (b): 18 Agricultural Produce Market Committees (APMC) of West Bengal are onboarded on e-NAM. (c): The Government of India issued communications to States including Government of West Bengal regarding implementation of e-NAM from time to time. 3 letters were issued in 2018, 1 in 2019 & another 1 in 2022 to West Bengal. In addition, review meetings were also held with the State Government by the Ministry and the Small Farmers Agribusiness Consortium (SFAC) from time to time. (d): West Bengal onboarded 18 APMCs. No reason has been conveyed for non-integration of rest of APMCs. (e): No such specific impact assessment study has been undertaken by the Department in respect of e-NAM in West Bengal. *****
