Parliament Question: Non-operational Community Health Centre

GOVERNMENTOFINDIA MINISTRYOFHEALTH AND FAMILYWELFARE DEPARTMENTOFHEALTH AND FAMILYWELFARE LOK SABHA UNSTARREDQUESTION NO. 2162 TO BE ANSWERED ON31.07.2026 NON-OPERATIONALCOMMUNITYHEALTH CENTRE 2162.SHRIJAGANNATHSARKAR: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: a) whether 108 of the 460 sanctioned beds, around 23 per cent remain non-operational at CommunityHealthCentre, New Town; b) if so, the details thereof along with the reasons therefor and the timeline, if any, for makingthemfunctional; c) whether all 23 sanctioned technician posts across seven official categories including Radiation Oncology, Nuclear Medicine, OT Anestherology, CCU post-operative, Emergency and ECG Technicians have zero filled positions and if so, the details thereof; d) whether the Operational Theaters, Linear Accelerators, Hot Lab and ITU/HDU are beingoperatedwithout a single sanctionedtechnicianinposition andif so, the details thereof; e) whether 50 out of 150 staff nurse posts remain vacant, the post of Nursing Superintendent remains unfilled, both Pharmacist posts are unoccupied and the sole Biomedical Engineer post responsible for maintaining MRI, PET-CT and LINAC equipment have not been filled and if so, the details thereof along with the reasons therefor; and f) whether the Government is taking any measures to fill these around 102 vacancies out of total288posts lyingunfilled andif so, the detailsthereof? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV) (a) to (f): Health is a State subject, and the primary responsibility for establishment, operationalization and management of public health facilities, including ensuring adequate infrastructure, equipment and availability of healthcare personnel, rests primarily with the respective State Governments/UT Administrations. Under National Health Mission (NHM), Ministry of Health & Family Welfare provides technical and financial support to the States/UTs for strengthening public healthcare infrastructure and augmenting human resources based on the proposals submitted by the States/UTs in their Programme Implementation Plans (PIPs), which are approved by the Government of India in the form ofRecords of Proceedings (RoPs), subject to NHM norms and the availability of resources. . The approvalsfor the State of West Bengal are availableasperthe URLgivenbelow: https://nhm.gov.in/index4.php?lang=1&level=0&linkid=62&lid=75 To improve health infrastructure and services in public health facilities, Government of India has laid down Indian Public Health Standards (IPHS). They provide guidance on the health system components such as infrastructure, human resource, drugs, diagnostics, equipment, quality, and governance requirements for delivering health services at these facilities. They are used as the reference point for public health care infrastructure planning and up-gradation in the States/UTs. The Ministry has developed an open-source toolkit and a web-based dashboard (www.iphs.mohfw.gov.in) launched under IPHS on 28th June 2024 to facilitate self- assessment by all levels of facilities. The IPHS Dashboard is designed to monitor public health facilities' compliance with the IPHS 2022 standards and offers real- time updates, enabling oversight and data-driven decision-making to identify gaps and facilitatetimely interventions. *****
