Shri Satpal Brahamchari: Shri Jai Parkash: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether youth training, leadership development and community participation programmes are not being implemented by the Nehru Yuva Kendra Sangathan (NYKS) and the Rajiv Gandhi National Institute of Youth Development (RGNIYD) effectively in the Sonipat and Hisar Lok Sabha constituencies; (b) whether the Government has taken note that the rural areas have limited access to these activities leading to the unavailability of adequate opportunities for the talented youth; (c) the details of the number of youths imparted training through the NYKS and RGNIYD in said constituency during the last three years along with the funds spent thereon; (d) the details of the number of programmes organized, youths trained and the total expenditure incurred on these programmes through Nehru Yuva Kendra and RGNIYD in the Sonipat and Hisar constituencies during the last three years; and (e) whether the Government proposes to further strengthen youth participation in these constituencies by increasing the additional resources, trainers, monitoring mechanism and budget to make these programmes more effective for the development of youth personality, leadership training, sports and community services activities?ANSWER THE MINISTER OF YOUTH AFFAIRS & SPORTS (DR. MANSUKH MANDAVIYA) (a) & (b) MY Bharat (erstwhile NYKS), through its district-level Kendras and RGNIYD undertake a wide range of youth engagement, leadership development, and community participation programmes across the country, including in Sonipat and Hisar Lok Sabha Constituencies. These interventions aim to empower youth, promote leadership qualities, enhance civic responsibility, and provide developmental opportunities to young people from both rural and urban areas. RGNIYD conducts training programmes on themes such as leadership, team building, personality development, life skills education, entrepreneurship development, employability skills, skill development, and mental health etc. The programmes are implemented regularly in both rural and urban areas of the said constituencies, ensuring accessibility and participation of local youth. (c) & (d) The training programme and activities are conducted by MY Bharat and RGNIYD all over the country and not constituency- wise. As such, the details of the training programme and activities are not maintained constituency-wise. MY Bharat maintains records at the district level through the respective district-level Kendras, but these are not compiled or reported constituency-wise. Similarly, RGNIYD conducts training programmes and the data is not maintained constituency-wise. The number of participants who attended the programmes conducted by RGNIYD is uploaded to the DBT portal on a monthly basis. (e) The training programmes of RGNIYD are not conducted constituency-wise; however, the Institute has been continuously enhancing its outreach, training quality, and programme effectiveness across the country with a focus on youth personality development, leadership training, sports, and community serviceactivities. Effective monitoring is ensured through Programme Coordinators, qualified faculty and experts conduct the sessions, and structured feedback mechanisms are followed to promote continuous improvement. Under MY Bharat, several measures are undertaken to further strengthen youth participation by improving programme delivery, enhancing field-level implementation, and leveraging digital tools for monitoring and evaluation. The programme requirements and resource allocation is regularly reviewed in line with scheme guidelines, availability of funds, and evolving needs of youth. These efforts collectively aim to expand opportunities for youth engagement and leadership development across all regions, including the said constituencies. *****
