GOVERNMENT OF INDIA MINISTRY OF LABOUR AND EMPLOYMENT RAJYA SABHA UNSTARRED QUESTION NO. 2332 TO BE ANSWERED ON 12.03.2026 OCCUPATIONAL SAFETY 2332. SHRI RAGHAV CHADHA: Will the Minister of Labour and Employment be pleased to state: (a) the number of workplace accidents and fatalities reported in construction, mining, transport and manufacturing sectors during the last five years, year-wise, sector-wise and State-wise; (b) whether compliance with occupational safety standards is uniformly enforced across States, including inspection frequency, violation counts and enforcement actions; (c) the details regarding deterrent penalties imposed on repeat violators, along with fines, prosecutions and closure orders; (d) the trends in accident rates relative to workforce size and safety training coverage; and (e) the measures taken by Government to strengthen reporting, monitoring and capacity-building for occupational safety? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a) to (e): The Central Government has enacted the Occupational Safety, Health and Working Conditions (OSH&WC) Code, 2020, which has come into force on 21.11.2025 to regulate occupational safety, health and working conditions of the persons employed in registered establishments related to different industries including construction, factories, mining, transport etc. The OSH & WC Code 2020 mandates the Central Government to notify standards on occupational safety and health for workplaces related to factory, mine, dock work, beedi and cigar, building and other construction work and other establishments to maintain the uniformity across the States. The OSH & WC Code 2020 and rules, regulations and standards framed thereunder are implemented by the appropriate government. In case of violations of any of the provisions thereof, Chief Inspector cum Facilitator of the appropriate Government is empowered to initiate penal action. The data regarding deterrent penalties imposed on repeat violators, along with fines, prosecutions and closure orders are not maintained centrally. Contd..2/-:: 2 :: The OSH&WC Code, 2020 mandates inter-alia the employers to provide training to ensure health and safety to all employees. Further, Directorate General Factory Advice Service and Labour Institutes (DGFASLI), Dattopant Thengadi National Board for Workers Education and Development and V. V. Giri National Labour Institute are also providing capacity building trainings to employees and workers for occupational safety and health. Labour Codes specific on-line training programs are also provided through Integrated Government Online Training (IGoT). The State-wise details of accidents and fatalities in case of construction (Central sphere), mining and factories are at Annexure-I, Annexure-II and Annexure III respectively.
