GOVERNMENT OF INDIA MINISTRY OF CORPORATE AFFAIRS RAJYA SABHA UN-STARRED QUESTION NO. 1965 ANSWERED ON TUESDAY, March 10, 2026 QUESTION One Person Companies 1965. Shri Kartikeya Sharma Will the Minister of Corporate Affairs be pleased to state: (a) the number of One Person Companies (OPCs) incorporated in each of the last three years, along with sector-wise details and, if available, age profile of promoters; (b) whether representations have received regarding high compliance, filing and secretarial costs faced by newly incorporated OPCs, particularly digital and freelance enterprises; and (c) with the surge in digital entrepreneurship, whether the Ministry is planning a "Compliance- Lite" framework for OPCs, allowing young founders under 30 to focus on innovation rather than high secretarial costs during their first three years of incorporation? ANSWER MINISTER OF STATE IN THE MINISTRY OF CORPORATE AFFAIRS AND MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS (SHRI HARSH MALHOTRA) (a): The number of One Person Companies (OPCs) incorporated in each of the last three years along with sector-wise details is at Annexure. Consolidated Data on age profile of promoters is not available centrally. (b) & (c): Various relaxations from the provisions of the Companies Act, 2013 have been provided to One Person Companies including inter alia no minimum capital requirement for incorporation, appointment of Company Secretary is not required, attachment of cash flow statement in financial statements is not required, only one director can sign the Annual Return, etc. OPCs are also subject to lesser penalties in case of default in compliance. Requests/suggestions with respect to compliances including filing/costs are received from time to time.
