OPERATIONALISATION OFPENDING TRAUMACENTRES INUTTAR PRADESH
3373.SHRIPUSHPENDRASAROJ:
Will the Minister of HEALTH AND FAMILYWELFARE tobe pleasedtostate:
(a) the number of Trauma Care Centressanctioned, operational andunder construction underthe
Central Government schemesduring the last five years, district-wise inUttar Pradesh;
(b) the number of districts in Uttar Pradesh without a functional Trauma Care Centre or where
sanctionedcentresare yet tobecome operational,alongwith the reasons therefor;
(c) the details of deficiencies identified by the Union Government in Trauma Care infrastructure
in the State, including availability of specialists, ICU beds, operation theatres, blood banks and
emergency equipment,district-wise;
(d) the amount of Central funds sanctioned, released and utilised for Trauma Care facilities in
the Stateduring the last five years; and
(e) the measures taken and the timelines fixed by the Union Government to operationalise
pendingtrauma care centres andbridge infrastructure andmanpower gapsinthe State?
ANSWER
THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY
WELFARE
(SHRIPRATAPRAO JADHAV)
(a)to(e): During the 11thFiveYear Plan(2007-2012) and12thFiveYear Plan(2012-2017) under
the “National Programme for Prevention & Management of Trauma and Burn Injuries”
(NPPMT&BI), 196 Trauma Care Facilities (TCFs) were sanctioned in Government Hospitals/
Medical Colleges across the country. Out of 196, following 13 TCFs were sanctioned in Uttar
Pradesh:
1) BRDMedical College,Gorakhpur
2) District Hospital, Faizabad
3) KGMCollege, Lucknow
4) LLRHospital & GSVMCollege,Kanpur
5) District Hospital, Jaluan, Orai
6) MLB Medical College,Jhansi
7) District Hospital, Basti8) SNMedical College,Agra
9) ShriBADistrict Hospital, Etawah
10) District Hospital, Fatehpur
11)MLN Medical College, Allahabad
12) LLRMMedical College,Meerut
13) District Hospital, Lalitpur
As reported by State Government, all the 13 TCFs are functional. There is no provision
of identification of new trauma care facilities beyond 12th year plan in the NPPMT&BI scheme,
however, financial support is provided in terms of release of the balance share of Central
assistance within the total approved cost of the approved facilities/units. No new TCF were
sanctioned,underthe NPPMT&BI, during the last five yearsinUttar Pradesh.
Health is a State subject. It is primary responsibility of the State to strengthen Trauma
Care Facilities in the State. Manpower deployment at all Trauma Centres are arranged by State
Government.
