Will the Minister of HEALTHANDFAMILYWELFAREbe pleasedtostate:
(a) the number of National Tele Mental Health Programme (NTMHP) cells sanctioned,
operationalandfunctional during the last five years, State-wise andyear-wise;
(b) the details of personnel sanctioned, in position and vacant for these cells, cell-wise, State-
wise andyear-wise;
(c)the numberof callsreceived, attendedandresolved by these cells, cell-wise, State-wise and
year-wise;and
(d) whether these cellsare mandatedto conductperiodic follow-up or check-upson callersand
if so, the detailsthereof?
ANSWER

FAMILYWELFARE
(SH.PRATAPRAOJADHAV)
(a) The Government has launched a “National Tele Mental Health Programme” on 10th
October, 2022, to further improve access to quality mental health counselling and care
services in the country. As on 03.03.2026, 36 States/ UTs have set up 53 Tele MANAS
Cells. Tele-MANAS services are available in 20 languages based on language opted by
States. More than 34.34 lakh calls have been handled on the helpline number since
inception.
A total of 51 Tele-MANAS Cells were approved, and all are now operational. In addition,
two more Cells—one at Nagpur Tele MANAS Cell (ABET Tele-MANAS Cell) and one
dedicatedTele-MANAS Cell for the Armed Forcesat Armed ForcesMedical College,Pune(AFMC Tele-MANAS Cell)—were approved and made functional, bringing the total
numberofTele-MANASCellsto53.
(b) The cell-wise and State-wise details of sanctioned, in-position and vacant human resources
are placedat Annexure–I.
(c)The number of callsreceived,attended andresolved byTele-MANAS Cells, State-wise and
year-wise,isplacedat Annexure–II.
(d) Tele-MANAS Counsellors and Mental Health Professionals are authorised to conduct
periodic follow-ups with callers as per the Tele-MANAS Call Back Policy. Call backs are
initiated in specific situations requiring continued contact to ensure safety or provide
support. These include psychiatric emergencies (such as active suicidal thoughts, recent
attempt, domestic or sexual violence, imminent risk, or abrupt disconnection). Other
situations include prolonged silence during the call, caller-requested call backs, inability to
accessmentalhealthservices due todisability or lackof support.
