SHRI T R BAALU: Will the Minister of TOURISM be pleased to state: (a) the details of the support including financial assistance provided by the Government for optimum harnessing of tourism potential across the country, State/UT-wise including Tamil Nadu, Kerala, Maharashtra, Jammu and Kashmir, Sikkim, Uttarakhand and Uttar Pradesh; and (b) the details of the special efforts made by the Government in restoring tourism after COVID-19 pandemic? ANSWER THE MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) to (b): A Statement is laid on the Table of the House. *******STATEMENT IN REPLY TO PARTS (a) TO (b) OF LOK SABHA STARRED QUESTION NO.*217 ANSWERED ON 04.08.2025 REGARDING OPTIMUM HARNESSING OF TOURISM POTENTIAL RAISED BY SHRI T R BAALU (a) to (b): Development and promotion of different tourist destinations and tourism products is primarily undertaken by the concerned State Governments/UT Administrations. However, the Ministry of Tourism through its central sector schemes of ‘Swadesh Darshan (SD)’, Swadesh Darshan 2.0 (SD2.0), ‘Challenge Based Destination Development (CBDD)’ – a sub-scheme of Swadesh Darshan and ‘Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’ schemes complements the efforts of tourism infrastructure development and amenities at tourism destinations across the country by extending financial assistance to the State Governments/UT Administrations. This financial assistance is extended, subject to availability of funds, adherence to scheme guidelines and other instructions issued from time to time, submission of Detailed Project Reports (DPRs) by the concerned State Governments / UT Administrations, etc. In addition, Government of India under its initiative for ‘Special Assistance to States for Capital Investment (SASCI)’ has also provided financial assistance to the States for development of tourism projects. Details of the projects sanctioned under SD, SD2.0, CBDD, PRASHAD and SASCI across country including in the States/UT of Tamil Nadu, Kerala, Maharashtra, Jammu and Kashmir, Sikkim, Uttarakhand and Uttar Pradesh is given at Annexure-I.The Ministry of Tourism promotes various tourist destinations and products of India holistically through initiatives like events, its website, and social media, including destinations in Tamil Nadu, Kerala, Maharashtra, Jammu & Kashmir, Sikkim, Uttarakhand, and Uttar Pradesh. The Ministry of Tourism had launched the Dekho Apna Desh initiative in January 2020 for promotion of domestic tourism in the country. Under this initiative, the Ministry undertakes activities such as Webinars, Quiz, Pledge, Seminars, Tourism Promotional Events, Fam tours etc. Ministry of Tourism provides Central Financial Assistance to State Governments/UT administrations for organizing fairs/festivals and tourism related events for the promotion of tourism under Domestic Promotion & Publicity including Hospitality (DPPH) scheme. State wise details of fairs and festivals supported by Ministry of Tourism across the country under DPPH scheme for last five years including in the states of Tamil Nadu, Kerala, Sikkim, Uttarakhand and Uttar Pradesh is Annexed as Annexure-II. Government of India undertook several targeted relief and recovery measures to support industry including the tourism sector after the COVID- 19 pandemic. These include: 1. Economic Relief under Atmanirbhar Bharat Package:• ₹3 lakh crore collateral-free automatic loans for Micro, Small and Medium Enterprises (MSMEs); • Reduced Provident Fund (PF) contribution (from 12% to 10% each) for employer and employee for three months; • Waiver of PF contribution for eligible establishments for three months; • Deferment of Tax Collected at Source (TCS) and regulatory compliances under Income Tax, Companies Act, and Goods and Service Tax (GST). 2. Post-COVID Operational Guidelines & Capacity Support: • SOPs and hygiene protocols issued for hotels, restaurants, homestays, and tourism service providers; • System for Assessment, Awareness & Training for Hospitality Industry (SAATHI) Initiative launched to ensure compliance with health and safety standards. 3. Visa & Inbound Tourism Measures: • Free tourist visas for the first 5 lakh international tourists post- COVID; • Restoration of e-Tourist Visa for foreign nationals from 171 countries; 4. Emergency Credit Line Guarantee Scheme (ECLGS) is extended to hospitality and tourism enterprises. 5.
