be pleased to state:
(a) whether the Government proposes to provide assistance or subsidies to farmers for
organic manure and bio-gas plants;
(b) the steps taken for the production and policy formulation of organic manure;
(c) the details of assistance provided for agricultural startups and small farmers in Uttar
Pradesh including Fatehpur district during the last five years;
(d) the details of policies formulated to promote profitable model farming for small and
marginal farmers;
(e) the details of steps taken for digital soil mapping in Uttar Pradesh; and
(f) whether the Government is proposing to implement a special scheme for micro-irrigation,
water conservation, and crop diversification in Fatehpur district of Uttar Pradesh, situated
between the Ganga and Yamuna rivers, facing challenges such as unstable irrigation,
drought, and monocrop and if so, the details thereof?

(a) & (b): Organic farming is being promoted through Paramparagat Krishi Vikas Yojana
(PKVY) in all the States/UTs including Uttar Pradesh except North Eastern States and
Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) for the
North Eastern States. Both schemes stress on end-to-end support to farmers engaged in
organic farming i.e. from production to processing, certification and marketing.
Under PKVY, assistance of Rs. 31,500 per ha in 3 years is provided for promotion of
organic farming. Out of this, assistance of Rs. 15,000 per ha is provided to farmers through
Direct Benefit Transfer for on- farm /off –farm organic inputs including organic compost.
MOVCDNER, assistance of Rs. 46,500/ha in 3 years is provided for creation of Farmers
Producer Organization, support to farmers for organic inputs etc. Out of this, assistance @
Rs. 32500/ ha is provided to farmers for off -farm /on –farm organic inputs under the scheme
including Rs. 15,000 as Direct Benefit Transfer to the farmers.The Government has included Biofertilizers, Organic Fertilisers, Non-Edible De-Oiled
Cake, Biostimulant, Nano fertilisers, Fermented Organic Manure (FOM), Liquid Fermented
Organic Manure (LFOM), Phosphate Rich Organic Manure (PROM), City Compost, Organic
Manure etc. in the Fertilizer (Control) Order, 1985.
The Ministry of New and Renewable Energy (MNRE) has been implementing Biogas
Schemes for dissemination and deployment of biogas plants in remote, rural and semi- urban
areas of the country. Under the umbrella of National Bioenergy Programme (NBP), this
programme has been continued and approved on 02.11.2022 for the period from 01.04.2021
to 31.03.2026.
The objectives of the Biogas Programme are to support setting up of biogas plants for
clean cooking fuel, lighting, meeting thermal and decentralized power generation needs of
users and utilization of biogas plant produced slurry as an organic enriched Solid Biogas
Fertilizer, Women Empowerment and creation of Rural Employment etc.
The details of Central Financial Assistance (CFA) for different components under this
programme is as follows:
(i): For small biogas plants (1-25 cubic meter/day plant capacity), Rs. 9800/- to Rs.
70,400/- per plant based on size of the plant in cubic meter is provided.
(ii): 3 to 250 kWe Power Generation capacity per day: Rs. 35,000/- to Rs. 45,000/- per
kilowatt for power generation and Rs. 17,500 /- to Rs. 22,500/- per kilowatt equivalent
for thermal applications (25 - 2500 cubic meter/day plant capacity) for Power generation
and thermal application (capacity ranging from above 25 to 2500 cubic meter biogas
generation per day) is provided.
(c) to (f): As per information from Government of Uttar Pradesh, there is no subsidies for
biogas plant and organic manure preparation. However, there is Scheme of Organic/natural
farming under the Scheme of National Mission on Natural Farming (NMNF), farmers at
cluster level preparing Ghanjivamrit and Jeevamrit as organic resources in every District of
the Uttar Pradesh. There is no policy of organic manure formulated by the Department of
Agriculture Government of Uttar Pradesh and there is no assistance is given to farmers for
startup as well. The startups are promoted through the Farmers Producer Organisation
(FPO)’s in the state of Uttar Pardesh. For the small marginal formers there is no policy of
model farming but at Krishi Vigyan Kendra (KVK) level model farming existed. The details
of digital soil mapping facilities for all districts of Uttar Pradesh are available at official portal

The Scheme of Khet and Talab Yojana is implemented with the objective of water
conservation in the state of Uttar Pradesh.
