It is not exclusively for organic production, but organic farmers, FPOs, PACS, and agri-entrepreneurs can avail loans for infrastructure such as warehouses and processing centers since 2020-21. As of June 30, 2025, the AIF scheme has supported 545 applications for organic inputs production with a sanctioned loan amount of Rs. 850 crore.
Funds Allocation and Expenditure:
* State-wise details of funds allocated, disbursed, sanctioned, and expended for organic farming, including infrastructure development from 2020-21 to 2024-25 under PKVY and MOVCDNER, are provided in Annexures I and II, respectively.
* State-wise details of farmers benefitted under PKVY and MOVCDNER schemes since 2015-16 are provided in Annexure III.

(a) the details of the production through organic/natural farming since the last five years,
State-wise and year-wise;
(b) the details of the funds allocated, disbursed sanctioned and expended for organic
farming infrastructure during the said period, State and year-wise;
(c) the details of the schemes launched for the infrastructure development for the Organic
Production and the beneficiaries under the scheme since 2020, State and year-wise;
(d) the details of the current organic farming infrastructure in the States and the steps
taken by the Government to expand organic farming infrastructure in States with low
organic production;
(e) whether any financial incentives or subsidies are available for farmers to develop
organic farming infrastructure, if so, the details thereof along with the details of the
beneficiaries thereunder, State-wise; and
(f) whether any steps are being taken to strengthen infrastructure for producing organic
inputs such as bio-fertilizers, vermicompost, and organic pesticides, if so, the details
and the results achieved therefrom?

REGARDING “ORGANIC/NATURAL FARMING”.
(a): Organic farming is being promoted through Paramparagat Krishi Vikas Yojana
(PKVY) in all the States/UTs except North Eastern States and Mission Organic Value
Chain Development for North Eastern Region (MOVCDNER) for the North Eastern
States. Both schemes stress on end-to-end support to farmers engaged in organic
farming i.e. from production to processing, certification and marketing. Primary focus
of the schemes is to form organic clusters, with preference to small and marginal
farmers, to create a supply chain. Both the schemes are implemented through
States /UT Governments.
The details of the production through organic/natural farming are not
maintained centrally.
(b): State-wise details of funds allocated, disbursed sanctioned and expended for
organic farming including infrastructure development from 2020-21 to 2024-25 under
PKVY and MOVCDNER schemes are at Annexures –I& II respectively.
(c): The government has launched several schemes to promote organic production
including infrastructure development, as follows:
1. The PKVY scheme promotes cluster-based organic farming with Participatory
Guarantee System (PGS) certification. While primarily focused on organic input
incentives for on-farm input infrastructure and training, it also supports value
addition to organic produce through convergence with the Agriculture
Infrastructure Fund (AIF).
2. The MOVCDNER scheme promotes third-party certified organic farming of niche
crops in the North Eastern States. It explicitly includes support for capacity
building, certification, market linkages, value addition, storage, processing, and
on-farm input infrastructure development for organic farming, since 2015-16.
3. Agriculture Infrastructure Fund (AIF) mobilizes medium-to-long-term debt
financing for investment in viable projects relating to post-harvest management
infrastructure and viable farming assets. While not exclusively for organic
production, organic farmers, FPOs, PACS, and agri-entrepreneurs can avail
loans for setting up infrastructure like warehouses, cold stores, sorting/grading
units, and primary processing centers, which are crucial for organic value chains,
since 2020-21. As on 30.06.2025, under AIF scheme supports have been given
for the project Organic inputs production to 545 applications with loan sanctioned
amount of Rs.850 crore.(d) to (f): Under PKVY, assistance of Rs. 31,500 per ha in 3 years is provided for
promotion of organic farming. Out of this, assistance of Rs. 15,000 per ha is provided
to farmers through Direct Benefit Transfer for on- farm /off –farm organic inputs
including organic compost. Under MOVCDNER, assistance of Rs. 46,500/ha in 3
years is provided for creation of Farmers Producer Organization, support to farmers
for organic inputs etc. Out of this, assistance @ Rs.32500/ ha is provided to farmers
for off-farm /on –farm organic inputs such as bio-fertilizers, vermicompost, and
organic pesticides under the scheme including Rs.15,000 as Direct Benefit Transfer
to the farmers. State-wise details of farmers benefitted under PKVY and
MOVCDNER scheme since 2015-16 is at Annexure-III.Annexure-I
