Mamata Mohanta: Will the Minister of Rural Development be pleased to state: (a) the number of rural youth trained and placed under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Rural Self Employment Training Institutes (RSETIs) in Odisha, including Mayurbhanj district; (b) whether post-placement retention and sustainable self-employment outcomes are being monitored; and (c) the steps taken to strengthen women and tribal participation in skill-linked livelihood initiatives? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a): Under DDU-GKY, in the State of Odisha, a total of 2.18 lakhs candidates have been trained and a total of 1.78 lakhs candidates have been placed since inception till Feb, 2026. In Mayurbhanj District a total of 14,788 candidates have been trained and a total of 9,213 candidates have been placed since inception till Feb 2026. Under RSETI, in the State of Odisha, a total of 3.09 lakhs candidates have been trained, and a total of 2.38 lakhs candidates have been settled since inception till Feb, 2026. In Mayurbhanj District a total of 12427 candidates have been trained, and a total of 9949 candidates have been settled since inception till Feb 2026. (b) & (c): DDU-GKY is a placement-linked skill development program for rural poor youth in the age group of 15-35 years. It empowers the rural poor youth with employable skills and facilitates their participation in regular labour markets, thus providing them with jobs having regular monthly wages at or above the minimum wages. DDU-GKY guideline provides social inclusion of SC/ST (50%), Women (33%), and PwDs (5%). Under the current Deen Dayal Upadhyaya Grameen Kaushalya Yojana 2.0 (DDU-GKY2.0), greater emphasis has been given on securing a minimum of 6 months of employment for trained candidates, along with tracking support for 12 months to ensure a job. An amount of ₹ 7620 (₹1270 per month) is given to placed candidates for 6 months. Retention Support @ ₹5000 is given for every candidate employed continuously for 365 days, with a break of a maximum of 60 days. Provision has also been made under DDU-GKY2.0 of upskilling and reskilling opportunities for trainees after 12 months of placement. Page 1 of 2RSETIs operates through a three-way partnership among the Ministry of Rural Development, State/UT Governments, and Sponsor Banks. Banks establish at least one RSETI in each lead district to provide fully funded by MoRD, largely residential, short-term National Skills Qualifications Framework (NSQF) aligned training to rural youth (18–50 years) with a focus on self-employment and micro-enterprise development, along with credit linkage and two years of handholding support. The Scheme ensures inclusive participation of women, SC/STs, minorities, PwDs, SHG members and through convergence with various government schemes and departments, training programmes are extended to beneficiaries identified under NRLM, PMEGP, DAY-NULM, MUDRA, PMAY-G and MGNREGA and other livelihood and entrepreneurship promotion initiatives, thereby enhancing employability, reducing distress migration, and strengthening rural livelihoods. RSETIs monitor post-placement retention and sustainable self-employment outcomes of trained candidates through a structured follow-up mechanism. The settlement status of trainees, including self-employment and wage employment, is tracked through the Management Information System (MIS) and periodic follow-ups by the institutes. The monitoring mechanism includes regular follow-up visits and interaction with trainees by RSETI Director/faculty, tracking of settlement status through a dedicated MIS, and submission of periodic progress reports by RSETIs to sponsoring Banks and State Governments. Performance and credit linkage issues are reviewed in District Level Review Committee (DLRC) and State Level Bankers’ Committee (SLBC) meetings. The Ministry of Rural Development also conducts periodic reviews at the national level to assess settlement outcomes and overall performance. ***** Page 2 of 2
