Parliament Question: Outsourced Companies Engaged by BCCL and CCL

GOVERNMENT OF INDIA MINISTRY OF COAL LOK SABHA UNSTARRED QUESTION NO. 2813 ANSWERED ON 05.08.2026 OUTSOURCED COMPANIES ENGAGED BY BCCL AND CCL 2813. Shri Chandra Prakash Choudhary: Will the Minister of Coal be pleased to state: (a) the names of outsourcing companies presently engaged by Bharat Coking Coal Limited (BCCL) and Central Coalfields Limited (CCL) along with the value and duration of each contract; (b) the criteria adopted for selection of outsourcing companies along with the details of tenders awarded during the last three years and the measures taken to assess the impact of outsourcing on coal production, cost of production, employment generation and safety standards in BCCL and CCL; (c) whether any outsourcing companies have been penalised, blacklisted or had their contracts by BCCL and CCL terminated during the last five years due to non-performance, safety violations or contractual breaches and if so, the details thereof; (d) the quantity and quality of coal produced by BCCL and CCL through outsourced operations vis-à-vis departmental production during the last five years, year-wise; and (e) the measures taken by the Government to improve efficiency and reduce dependence on outsourcing while ensuring sustainable coal production? ANSWER MINISTER OF STATE FOR COAL AND MINES (SHRI SATISH CHANDRA DUBEY) (a): The list of outsourcing contracts engaged in Bharat Coking Coal Limited (BCCL) and Central Coalfields Limited (CCL) for Coal production along with the value and duration of each contract is enclosed as Annexure-I & Annexure-II respectively. (b): Outsourcing agencies in BCCL and CCL are selected through a transparent open competitive bidding process. The eligibility and qualification criteria prescribed in the Notice Inviting Tender/ Tender Document are based on the Contract Management Manual and other guidelines issued by Coal India Limited. Details of tenders awarded during the last three years are enclosed as Annexure-III and Annexure-IV in respect of BCCL and CCL respectively. The performance and impact of outsourcing are assessed through periodic contract-wise monitoring of targeted production vis-à-vis actual achievement, scrutiny of contractual payments in accordance with tender conditions and monitoring of deployment of manpower. 1Compliance with prescribed employment provisions, including engagement of Project Affected Persons and local persons, wherever applicable, and payment of High Power Committee-approved wages to contractual workers is also ensured. Safety performance is monitored by strict enforcement of the statutory provisions, DGMS guidelines, mine-specific Safety Management Plans, Principal Hazard Management Plans, Standard Operating Procedures and Codes of Practice. Regular inspections and safety audits are conducted by mine management, area and headquarters officials, Internal Safety Organisation and statutory authorities. Safety training, workshops, awareness drives, counselling programmes, Pit Safety Committee meetings and monitoring of prescribed safety features in Heavy Earth Moving Machinery deployed by outsourcing agencies are also undertaken regularly. (c): Yes, the detailed list of outsourcing companies that have been penalized, blacklisted, or had their contracts terminated by BCCL and CCL during the last five years due to non- performance or contractual breaches is enclosed as Annexure V and Annexure VI, respectively. (d): The details of grade-wise coal produced along with production through outsourced operations vis-à-vis departmental production during the last five years of BCCL and CCL are enclosed as Annexure VII. (e): The Government follows a balanced and need-based approach for improving efficiency and ensuring sustainable coal production. Coal projects are implemented through departmental operations, outsourcing mode or through the Mine Developer-cum-Operator model, depending on technical feasibility, geological conditions, financial viability and resource availability. Outsourcing is used to supplement the capabilities of coal companies and provide access to specialized technology and expertise. However, ownership, mine planning, safety, statutory compliance, environmental management and overall operational control remain with the concerned coal company. Efficiency is being improved through digital monitoring, Integrated Command and Control Centres, GPS- and drone-based systems, First Mile Connectivity projects, high-capacity equipment, surface miners and mass production technologies.
