GOVERNMENT OFINDIA MINISTRYOFHEALTHAND FAMILYWELFARE DEPARTMENT OFHEALTHAND FAMILYWELFARE LOK SABHA UNSTARREDQUESTION NO. 2227 TOBE ANSWERED ON31st JULY,2026 PACKAGE OFCOMPREHENSIVE PRIMARYHEALTHCARESERVICE †2227.SHRIMURARI LALMEENA: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) the number of centres in the country that are fully operational with the expanded package of comprehensive primary healthcare services under the Ayushman Arogya Mandirs (AAMs), State -wise, especiallyinRajasthan andthe Dausa ParliamentaryConstituency; (b) the number of Sub-Health Centres and Primary Health Centres upgraded into AAMs in the country, State-wise, particularly in Rajasthan and the Dausa Parliamentary Constituency since the year2022todate; (c) whether priority has been accorded to tribal and underprivileged areas in the establishment and strengthening of these centres, particularly in the Dausa Parliamentary Constituency, if so, the detailsthereof; and (d) whether any special action plan is being implemented by the Government to enhance the availability of doctors, healthcare workers, essential medicines, diagnostic facilities and digital healthservices inthe AAMs, if so, the details thereof? ANSWER THE MINISTER OFSTATEIN THE MINISTRYOFHEALTHAND FAMILY WELFARE (SHRIPRATAPRAO JADHAV) (a) to (d): As reported by States/UTs on Ayushman Arogya Mandir (AAM) portal, a total of 1,86,298 AAMs including 31,347 AAMs in 178 tribal districts have been operationalized by strengthening Sub-health Centres (SHCs) and Primary Health Centres (PHCs) in the country, as on 30.06.2026. State/UT-wise number of AAMs operationalized across the country including Rajasthan is enclosed as Annexure. As informed by State, 368 AAMs are operationalized in Dausa Parliamentary Constituency of Rajasthan. TheseAAMsincrementallyprovide12packageofprimaryhealthcareservicesacrossthecountry, encompassingReproductiveandchildcareservices,Communicablediseases,NonCommunicable 1diseases(NCD),PalliativeCareandelderlyCare,Careforcommonmentaldisorders,neurological conditions(epilepsy,dementia)andsubstanceusedisordersmanagement(tobacco,alcohol,drugs), Oralhealth,ENTcare,andBasicemergencycare. ResourcesavailableatallAAMsincludebuilding,humanresource,essentialdrugsanddiagnostics, ITequipmentandinternetconnectivity.ForSHC-AAM,operationalguidelinesforAAMsprovide for, Community Health Officer (CHO), Auxiliary Nurse Midwife (ANM) and Multipurpose worker -Male along with ASHAs in the catchment area. For PHC-AAM, the norms provide for MedicalOfficer,staffnurses,pharmacist,HealthAssistantsandLabtechnician.UnderFreeDrugs and Free Diagnostics Service Initiative, Government of India provides financial support to States/UTs for 113 drugs & 14 diagnostic tests at SHC-AAM and 179 drugs & 63 tests at PHC- AAMlevel. The teleconsultation services, available at all operational AAMs across the country including tribal and underprivileged areas, enables people to access the specialist services closer to their homes addressing concerns of physical accessibility, shortage of service providers and to facilitatecontinuum of care. ***** 2Annexure Numberof AAMsoperationalized, State/UT-wise, ason30.06.2026: No.ofoperationalAyushmanArogya S.N.
