Parliament Question: Participation of top companies in job fairs in Bihar

BHIM SINGH : WILL THE MINISTER OF LABOUR AND EMPLOYMENT BE PLEASED TO STATE: (a) the number of top companies in the country that have participated, so far, in the job fairs organized in Bihar and the number of youth who have received employment and apprenticeship/training opportunities through such companies; and (b) the special policy, incentive or coordination mechanism that has been developed to increase the participation of top companies in job fairs organized in Bihar and the action plan to strengthen it in future? BHIM SINGH, REGARDING “PARTICIPATION OF TOP COMPANIES IN JOB FAIRS IN BIHAR” (a) & (b): Job fair is one of the steps towards fulfilment of the Commitment of the Government to accord highest priority to employment generation amongst youth. Regular Job Fairs are being organized under various schemes by the State Governments/ Ministries/ Departments. Job fairs are primarily intended to facilitate linkage between jobseekers and local employers, so as to address local employment requirements. Such fairs focus on employment opportunities aligned with local labour market demand. Additionally, The Ministry of Labour and Employment, Government of India, is running the National Career Service (NCS) Portal which is a one-stop solution for providing career related services including job search & matching, information on online & offline job fairs, career counselling, vocational guidance, information on skill development courses, skill/training programmes etc. through a digital platform [www.ncs.gov.in]. Ministry has entered into strategic Memoranda of Understanding (MoUs) with private partners such as job portals, placement organizations and reputed institutions in order to enhance the visibility and access to the job opportunities from the reputed and top companies. These MoUs have been instrumental in expanding outreach and providing greater access to diverse employment opportunities for youth across the country including Bihar. Further, under the NCS project, in collaboration with States/Institutions, Government has approved 407 Model Career Centres (MCCs) across the country. These centres connect local youth and other job-seekers with job opportunities through Job fairs, NCS portal as well as career counselling and training.Till 20.01.2026, a total of 3280 job fairs have been organized in Bihar under the National Career Service (NCS) project, in which 8,492 employers have participated. Notifying final hiring figures is not a mandatory requirement on NCS portal. Government is also implementing Skill India Mission (SIM) to deliver skill, re-skill and up-skill training through an extensive network of skill development centres/ schools/ colleges /institutes etc. under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsmen Training Scheme (CTS) through Industrial Training Institutes (ITIs) in the country. The SIM aims at enabling youth of India (including Bihar) to get future ready, equipped with industry relevant skills. Under Skill India Mission (SIM), PMKVY scheme, introduced in 2015–16, has trained and certified over 1.64 crore candidates (up to 31 October 2025). Under NAPS, 49.12 lakh apprentices have been engaged from 2016–17 to FY 2025–26 (up to 31 October 2025). *****
