PENDING PAYMENTS, PROJECT DELAYS, AND FUND UTILISATION
UNDER JJM IN KERALA
1855. SMT. JEBI MATHER HISHAM:
Will the Minister of JAL SHAKTI be pleased to state:
(a) whether Government has taken note that arrears under the Jal Jeevan Mission (JJM) remain
unpaid to contractors in the State of Kerala, if so, the details thereof;
(b) whether delayed payments have resulted in the stoppage of JJM works in the State, if so, the
district-wise status of stalled projects;
(c) the original completion target for JJM in the State of Kerala, whether the targets have been
achieved, if not, the reasons and the revised deadline; and
(d) details of the Central and State fund allocations, releases and utilisation under JJM in the
State during the last five financial years, year-wise?

(a) to (c) Since August 2019, Government of India is implementing Jal Jeevan Mission (JJM)
– Har Ghar Jal, in partnership with States/ UTs including Kerala, to make provision of tap
water connection in every rural household of the country.
Drinking Water being a state subject, the responsibility of planning, approval, implementation,
operation, and maintenance of drinking water supply schemes, including those under the JJM,
lies with State/UT Governments. The Government of India supports the States by providing
technical and financial assistance. Numerous projects are implemented concurrently at various
levels across the States for achieving the envisaged objectives. As such, project-wise details of
individual projects/ schemes for rural water supply projects, inter alia, including details of
arrears pending for contractors, are maintained at the level of State Government.
The original timeline for implementation of JJM was upto March 2024. During the mission
period, the state government of Kerala has increased the coverage of tap water connections
Page 1 of 2from 23.51% to 54.88%. However, the state government of Kerala has informed that the pace
of implementation of JJM works has slowed down due to paucity of funds. There are also other
factors reported by state which has caused delay in JJM implementation such as the outbreak
of the COVID-19 pandemic, delays in obtaining hindrance-free land, issues related to
permissions for road cutting and seasonal bans, delays in obtaining clearances from other
agencies, and disruptions caused by floods and heavy rainfall.
To complete the ongoing works, Hon'ble Finance Minister during her budget speech 2025-26
announced extension of JJM until 2028.
(d) The year-wise details of central fund allocated, fund drawn and fund utilization reported by
the State of Kerala, under JJM during the last five financial years, is as under:
