PER CAPITA INCOME OF BIHAR
4157. SHRI SANJAY YADAV:
Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to
state:
(a) whether it is a fact that the State of Bihar has the lowest per capita income in the country and
if so, the reasons for the low per capita income of the State;
(b) Government's plans and targets for increasing per capita income in the State;
(c) whether the State of Bihar can be among the top five States in terms of per capita income in the
next five years;
(d) the details of the per capita income of all States; and
(e) the list of per capita income for all districts of the State of Bihar?

(a), (d) and (e): As per the latest information received from States/UTs, Bihar has the Per Capita
Income during 2024-25 measured in terms of Per Capita Net State Domestic Product (NSDP),
which is Rs. 69,321 and Rs. 36,342 at current and constant (with 2011-12 base) prices respectively.
As per the latest information received from States/UTs, State/UT-wise Per Capita Income, during
2022-23 to 2024-25 at current and constant (with 2011-12 base) prices are given in Annexure-I.
Further, as per information received from Government of Bihar, the Per Capita District Domestic
Product for the districts of Bihar for the year 2022-23 to 2023-24 at current and constant (with
2011-12 base) prices are given in Annexure-II.
(b) & (c): The Government has undertaken a range of measures to enhance per capita income by
promoting inclusive growth and economic empowerment. Nationwide initiatives that focus on
skilling, employment generation, entrepreneurship, and improving the ease of doing business are
designed to strengthen household livelihoods and create sustainable income opportunities. Key
reforms such as the revised income tax structure, with updated slabs and rates, are expected to
increase disposable income, particularly for the middle class. In addition, targeted schemes for
social security, poverty alleviation, and livelihood support are expected to improve standard of
living across the country.Specifically for Bihar, the Union Government has extended robust support through fiscal transfers,
infrastructure investments, and sectoral development programs. In the Union Budget 2025-26, the
proposal to establish a dedicated Makhana Board in Bihar aims to enhance production, processing,
value addition, and marketing of makhana. The Board will provide handholding, training, and
ensure farmers benefit from relevant government schemes. In alignment with the 'Purvodaya'
vision for Eastern India, the budget proposed the establishment of a National Institute of Food
Technology, Entrepreneurship and Management in Bihar. This institute aims to boost food
processing activities, generate value-added income for farmers, and create skilling and
employment opportunities for youth. Major infrastructure projects proposed in the budget,
including a Greenfield airport in addition to financial support for the Western Koshi Canal project
in Mithilanchal, are expected to significantly improve regional connectivity and stimulate
economic activity. Together, these initiatives reflect a comprehensive approach to raising per
capita income and fostering long-term development in Bihar.
