Shri Tatkare Sunil Dattatrey: Will the Minister of EDUCATION be pleased to state: (a) the average number of days of instruction in schools in the country during the last five years along with the disaggregated data for Government schools, Government-aided schools, private schools, etc., State/UT-wise, particularly in Maharashtra; (b) the number of schools that have had at least one medical check-up during the last one year; (c) the average Pupil-to-Teacher Ratio (PTR), for each State and Union Territory in the country; (d) the number of teachers in the country hired by schools on a contract basis (rather than a full-time basis); and (e) the details of initiatives taken by the Government to boost infrastructure in schools, particularly for repairing classrooms, provision of playgrounds, internet, laptop and printer, etc., particularly for schools in tribal and hilly areas? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a): Based on the Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) Scheme, State/UT wise number of working days approved by Project Approval Board (PAB) for serving of meals in Government and Government-aided schools for the years 2021-22 to 2025-26, are available at https://www.education.gov.in/en/parl_ques. (b): As per UDISE+ 2024-25, there are 11,11,495 schools that have had at least one medical check- up during the last academic year. (c): As per UDISE+ 2024-25, the Pupil Teacher Ratio (PTR), for each State and Union Territory in the country are available at https://www.education.gov.in/en/parl_ques. (d): Education being a subject in the Concurrent List of the Constitution, an overwhelming majority of the schools in the country are managed by respective States/UTs. The recruitment and rational deployment of teachers fall under the purview of the respective State Governments/UT Administrations. As per UDISE+ 2024-25, total number of teachers in the country are 10122420. (e): Central Government assist States and UTs through the Centrally Sponsored Scheme of Samagra Shiksha. Financial assistance is also provided to the States and UTs for various activities to increase enrolments in Govt. schools, which include opening/strengthening of new schools up to senior secondary level, strengthening school infrastructure, setting up, up gradation and running of Kasturba Gandhi Balika Vidyalayas (KGBV) upto class 12, setting up of residential schools/hostel named Netaji Subhas Chandra Bose Avasiya Vidyalayas, construction of hostels for PVTGs under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), construction of hostels under Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) for unsaturated ST population, free uniforms to eligible children and free text books at elementary level, transport allowance and undertaking enrolment & retention drives.Under Samagra Shiksha, financial assistance is provided to States/UTs, including tribal and hilly areas, for setting up of ICT labs and Smart Classrooms in Government and Government Aided Schools having classes VI to XII. The non- recurring/recurring grant under 'ICT and Digital Initiatives' is available to the States and UTs for following two options: Option I: Under this option, schools which have not availed the ICT facility earlier can either opt for ICT or smart classrooms as per their requirement and need. In case of more than 700 enrolment, an additional ICT lab can also be considered. States/UTs have flexibility to procure hardware such as tablets/ laptops/notebooks/ integrated teaching learning devices and open-source operating system as well as Hardware, Software, training and resource support. This would include support for digital boards, smart classrooms, virtual classrooms and DTH channels on pro-rata basis for number of schools approved. Option II: Under this option, schools which have already availed the ICT facility earlier can avail smart classrooms/tablets as per the norms of the scheme. Further, to provide FTTH internet connections to Government schools having computing devices, DoSEL has advised all States/UTs including tribal and hilly areas to enter into MoUs/Agreements with BSNL. The recurring Internet charges may be met from ICT/Smart Classroom funds, MMER funds approved under Samagra Shiksha or any other State/UT Government funds. Additionally, the Government of India, in the Budget 2025, has announced provision of broadband connectivity to all Government Secondary schools in rural areas, under the Bharat Net project to enhance digital infrastructure in remote areas. ******
