GOVERNMENT OF INDIA MINISTRY OF CIVIL AVIATION RAJYA SABHA UNSTARRED QUESTION NO. : 1774 TO BE ANSWERED ON THE 9th March 2026 PERFOMANCE OF DGCA 1774. SHRI GOLLA BABURAO Will the Minister of CIVIL AVIATION be pleased to state:- (a) the reasons for tragedies like AI-171 accident, incidents of GPS spoofing, Airbus software issues, the mess at IndiGo and scams within the system exposed to long-festering cracks in the Directorate General of Civil Aviation (DGCA); (b) whether there are any officers against whom vigilance cases are still continuing and holds sensitive positions in the DGCA; (c) whether Government consider recommendation made by Kaw Committee and create Indian Civil Aviation Service for professional management of aviation sector in the country; and (d) if not, the reasons therefor? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol) (a): DGCA has a robust systematic safety oversight mechanism in place for monitoring the compliance of Rules and Civil Aviation Requirements encompassing all the aircraft and the airport operators. The safety oversight process includes periodic regulatory audits, night surveillance, ramp inspections, spot checks and special audits. Findings of audits, surveillances & spot checks are followed up with the concerned operator compliance. The observations are closed after due verification. In case of any violations/non- compliance to regulations detected during audit/surveillance, enforcement action including financial penalty is imposed by the DGCA. (b): No such officer against whom vigilance case is pending, is posted on sensitive post in DGCA.(c) & (d): DGCA has different verticals of cadres related to Airworthiness, Air Safety, Operations, Aircraft Engineering, Legal Officers, Cabin Safety Inspectors etc. These cadres have different educational and experience requirements to meet specific and technical knowledge for carrying out regulatory functions of DGCA. Further, all technical officers in DGCA are recruited in Group A through Union Public Service Commission. ******
