SHRI SELVAGANAPATHI T.M.: Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एवं (cid:873)कसान क(cid:227)याण मं(cid:287)ी be pleased to state:- (a) whether pesticide manufacturers have urged the Government to bring in targeted changes in the draft Pesticides Management Bill to ensure farmers get faster access to effective crop protection technologies; (b) whether they have also demanded inclusion of a time bound Protection of Regulatory Data framework for new molecules and new uses; (c) whether the current draft does not address the policy gap contributing to this innovation lag; (d) whether the association has proposed a limited, timebound PRD framework of about five years from first registration, which would create a more predictable pathway for newer solutions to reach farmers faster while allowing competition through independent data generation; and (e) if so, the views of the Government on the above? ANSWER THE MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एव ं (cid:873)कसान क(cid:227)याण रा(cid:207)य म(cid:287)ं ी (SHRI RAMNATH THAKUR) (a) to (e): The Pesticides Management Bill, 2026 has been drafted by Department of Agriculture & Farmers Welfare in alignment with current requirements as well as Jan Vishwas Act. The draft Pesticides Management Bill was circulated to all Ministries/Departments and State/UT Governments on 30.12.2025 for comments and subsequently placed in the public domain on 07.01.2026, inviting comments from the general public and stakeholders including pesticide manufacturers and dealers/retailers. A large number of suggestions/ observations have been received from states/UTs and Ministries/Department, pesticide manufacturer associations, pesticide dealers, individual pesticide manufacturers, farmers, NGOs etc. on various aspects of pesticide management and regulation including data protection. ******
