Parliament Question: PHCs and CHCs in Sonipat

GOVERNMENTOFINDIA MINISTRYOFHEALTH AND FAMILYWELFARE DEPARTMENTOFHEALTH AND FAMILYWELFARE LOK SABHA UNSTARREDQUESTION NO. 4710 TO BE ANSWERED ON20.03.2026 PHCSAND CHCS INSONIPAT †4710.SHRISATPALBRAHAMCHARI: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) whether the number of Primary Health Centres (PHCs) and Community Health Centres (CHCs) is inadequate in certain rural and under-served areas of Sonipat Lok SabhaConstituency, if so, the detailsthereof; (b) the total numberof PHCsandCHCs presently functioningin the said areasalongwith the details of the present strength of doctors/paramedical staff in comparison to the sanctionedposts; (c) whether any proposal has been approved by the Government for opening new PHCs/CHCs or for upgradationin accordancewith populationnorms, if so, the details thereof; (d) whether any additional budget has been allocated by the Government to ensure the availability of basic infrastructure, equipmentand medicines,if so, the details thereof; and (e) the timelinefixed for the expansion of these centres? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV) (a)to(e): Health Dynamics of India (HDI) (Infrastructure & Human Resources), 2022- 23 is an annual publication, based on Health care administrative data reported by States/UTs. The details of Primary Health Centres (PHCs) and Community Health Centres (CHCs) in States/UTs and present strength of doctors/paramedical staff and their sanctioned posts in rural areas of the country including Haryana and the can be assessed at the following link of HDI 2022-23:https://mohfw.gov.in/sites/default/files/Health%20Dynamics%20of%20India%20%28Infrastr ucture%20%26%20Human%20Resources%29%202022-23_RE%20%281%29.pdf The primary responsibility of strengthening public healthcare system lies with the respective State/UT Governments. The Ministry of Health and Family Welfare provides technical and financial support to the States/UTs including State of Haryana to strengthen the public healthcare system including opening new PHCs/CHCs or upgradation in accordance with population norms based on the proposals received in the form of Programme Implementation Plans (PIPs) under National Health Mission. Government of India provides approval for the proposal in the form of Record of Proceedings (RoPs) as per norms & availableresources. The detailsare availableinpublic domain at: https://nhm.gov.in/index1.php?lang=1&level=1&sublinkid=1377&lid=744 In addition to the National Health Mission, Government of India has allocated funds under Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), XV Finance Commision Health Sector Grants, Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), etc in States/UTs including Haryana to ensure the availability of basic healthcareinfrastructure. This Ministry supports the Free Diagnostics Service Initiative (FDSI) programme under the National Health Mission (NHM) to provide free diagnostic services at public health facilities including district hopitals, thereby reducing out-of-pocket expenditure.Currently 14 tests are available at SHC-AAM, 63 at AAM-PHCs, 97 at CHCs, 111 at Sub-District Hospitals and134 tests at District Hospitals. *****
