PLANS TO MERGE MULTIPLE EXISTING AGRICULTURAL SCHEME
813. SHRI JAGGESH:
Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state :
(a) whether Government plans to merge existing agricultural schemes into a single umbrella
programme, if so, schemes proposed to be included;
(b) whether proposed restructuring of agricultural schemes involves linking central fund
allocation to performance of States in implementing agricultural reforms;
(c) whether new funding framework under PM-RKVY changes the criteria and weightage
for allocating funds to States, NE/Himalayan States and UTs compared to earlier system;
(d) whether merger of agricultural schemes and performance-linked funding is intended to
simplify administration, improve efficiency, encourage reforms and simplify Centre–State
coordination in agriculture sector and provide more cohesive framework for farmers; and
(e) if so, details thereof?

(a) to (e): Presently, the Centrally Sponsored Schemes of Department of Agriculture & Farmers
Welfare are under two umbrella schemes- Pradhan Mantri -Rashtriya Krishi Vikas Yojana
(PM-RKVY) & Krishonnati Yojana (KY). Expenditure Finance Commission (EFC) draft for an
umbrella scheme covering Centrally Sponsored Schemes of the Department of Agriculture &
Farmers Welfare for 16th Finance Commission (FC) period has been initiated. The draft has been
circulated for inter- ministerial consultations. Single umbrella scheme proposal has been initiated for
greater flexibility to the States to take up need based components.
After the response of allied Ministries & NITI Aayog is received , the process involves
recasting of the EFC note, if required.
Details of restructuring, funding framework, criteria & weightage for allocation of funds to
States/UTs and performance linked funding will be available when the EFC note is finalized and
approved, after the due consultations, as per laid down process.
