SHRI MAGUNTA SREENIVASULU REDDY: SHRI PRABHAKAR REDDY VEMIREDDY: SHRI B K PARTHASARATHI: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) the details of the States and Union Territories that have submitted Annual Reports in compliance with the Plastic Waste Management Rules; (b) the number of Urban Local Bodies (ULBs) that have submitted Annual Reports in compliance with these Rules, State/UT-wise; (c) the number of such ULBs registered under the Extended Producer Responsibility (EPR) portal and the status of their compliance; (d) the details of the specific projects and initiatives approved by the Central Government to promote the elimination of single-use plastics and strengthen waste segregation in urban areas; (e) the details of the total financial assistance sanctioned, released and utilised on plastic-free initiatives across the country, year and State/UT-wise, especially in Andhra Pradesh; and (f) the details of the measures taken by the Central Government to ensure effective monitoring and enforcement of the Plastic Waste Management Rules across the States and ULB? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a): As per Plastic Waste Management (Amendment) Rules, 2024, notified on 14th March, 2024, every urban local body, Panchayat at District Level and State Pollution Control Board or Pollution Control Committee shall prepare and submit annual report in the prescribed form online. As per information available on the online portal for submission of Annual Reportsunder the rules, out of 4972 urban local bodies, 4858 urban local bodies have submitted online annual report for the year 2024-25. Similarly, out of 665 District Panchayats, 586 District Panchayats and 23 SPCBs/PCCs out of 36 SPCBs/PCCs have submitted online annual report for the year 2024-25. The details of SPCBs/PCCs who have submitted their Annual Reports for the year 2024-25 is given at Annexure I. (b) The State/UT-wise details of Urban Local Bodies (ULBs) that have submitted Annual Reports in compliance with the Rules, is given at Annexure II (c) As per the information available on the centralized Extended Producer Responsibility portal, a total of 1,659 Urban Local Bodies (ULBs) have been registered on the portal to date. The state/UT -wise list of registered ULBs is given at Annexure III. (d) & (e): The Ministry of Environment, Forest and Climate Change notified Plastic Waste Management Amendment Rules, 2021, on 12th August 2021, prohibiting identified Single Use Plastic (SUP) items, which have low utility and high littering potential, with effect from 1 July 2022. The Ministry of Environment, Forest and Climate Change has also notified the Guidelines on Extended Producer Responsibility (EPR) for plastic packaging vide Plastic Waste Management Amendment Rules, 2022, on 16th February, 2022. The implementation of EPR on plastic packaging will lead to further strengthening of the waste management infrastructure including waste segregation in urban areas. The Ministry of Environment, Forest and Climate Change, celebrated World Environment Day 2025 at Bharat Mandapam, New Delhi, on 5th June 2025, with the slogan ‘One Nation, One Mission: End Plastic Pollution’. As part of one month long pre-campaign activities undertaken before World Environment Day 2025, around 69,000 events were organized in which around 21 lakh people participated across the country. Based upon the information provided by State Pollution Control Boards and Pollution Control Committees, the Ministry of Environment, Forests and Climate Change and Central Pollution Control Board have prepared a “Compendium of Manufacturers / Sellers of Eco-alternatives to Banned Single Use Plastic Items”, which was launched on World Environment Day, 2025. The compendium provides details of nearly 1000 units spread across the country. The Compendium is available on the website of CPCB for wider dissemination and use. In keeping with the development of eco- alternatives, Bureau of Indian Standard had earlier notified Indian Standard IS 18267 for Food Serving Utensil Made from Agri By-Products.The National Plastic Pollution Reduction Campaign (NPPRC) was also launched for the period 5th June to 31st October 2025. The Campaign included activities to reduce plastic pollution in urban and rural areas under Swachhta Hi Sewa programme. The activities also included focus on reducing use of avoidable single use plastics in government offices especially during Special Campaign 5.0. Further, additional central assistance is provided under Swachh Bharat Mission (SBM) for solid waste management including plastic waste management for urban and rural areas in the country. As per information provided by Swachha Andhra Corporation, public awareness generation activities for promoting behavioral change towards reduction in single use plastics, encouraging adoption of eco-friendly alternatives and training programme for source segregation of waste and plastic waste management, have been carried out under the Information, Education and Communication (IEC) and Capacity Building (CB) components of SBM. The Andhra Pradesh Pollution Control Board has also conducted various awareness programmes on plastic waste management and ban on single use plastics by utilizing its own resources. (f) The following steps have been taken to strengthen implementation of Plastic Waste Management Rules, 2016 and to implement ban on identified Single Use Plastic items: (i) All thirty-six States/UTs have constituted the Special Task Force under the chairpersonship of the Chief Secretary / Administrator for elimination of identified single use Plastic items and effective plastic waste management. A National Level Taskforce has also been constituted by the Ministry for taking coordinated efforts to eliminate identified single use plastic items and effective implementation of Plastic Waste Management Rules, 2016. (ii) Directions have been issued under Section 5 of the Environment (Protection) Act, 1986 for setting up of institutional mechanism for enforcement of provisions of Plastic Waste Management Rules, 2016 to all State Pollution Control Boards / Pollution Control Committees. Directions have also been issued to E-commerce companies, leading Single Use Plastic sellers/users, and plastic raw material manufacturers with respect to phasing out of identified single use plastic items. Separately, custom authorities have been asked to stop the import of banned SUP items.(iii) For effective monitoring of ban on identified Single Use Plastic items and plastic waste management in the country, the following online platforms are in operation: (a) National Dashboard for monitoring of comprehensive action plan implementation, (b) CPCB Monitoring Module for Compliance on Elimination of Single Use Plastic, and (c) CPCB Grievance Redressal App. (iv) States and Union Territories have been asked to undertake regular enforcement drives to implement ban on identified single use plastic items and on plastic carry bags having thickness less than one hundred twenty microns covering fruit and vegetable markets, wholesale markets, local markets, flower vendors, units manufacturing plastic carry bags etc. Actions have been taken by concerned authorities on the deviations, which include seizure of banned single use plastic items and levy of penalty. As per details provided by SPCB/PCC and details available at SUP compliance monitoring portal, a total of 8,61,740 inspections have been conducted and 1985 tonnes of banned single use plastic items have been seized and a total of Rs. 19.82 crores of fine has been levied, since July, 2022.Annexure I List of SPCBs/PCCs who have submitted Annual Report for FY 2024-25.
