SAMBIT PATRA: Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to state: (a) whether the Government conducted Periodic-Labour-Force Survey recently to assess the updated status of employment in the country and if so, the details thereof; (b) whether any policy is being implemented by the Government proposes in coordination with the private sector to generate employment opportunities through National Employment Service Programme and if so, the details thereof; (c) whether the Government has conducted any study to provide carrier counselling and business related guidance to the unemployed youth in organised sector and if so, the details thereof; and (d) whether the Government proposes to conduct any survey to collect data regarding to provide the aforesaid guidance to the unemployed youth in unorganised sector also and if so, the details thereof? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE [RAO INDERJIT SINGH] (a): The Ministry of Statistics and Programme Implementation (MoSPI) has been conducting Periodic Labour Force Survey (PLFS) since 2017 to estimate various indicators related to employment and unemployment situation in the country. From the Annual Reports of PLFS conducted during the period July 2019 - June 2020 to July 2023- June 2024, the estimates of Worker Population Ratio (WPR) according to usual status (ps+ss) for persons aged 15 years and above during are as follows:Year WPR (in percent) 2019-20 50.9 2020-21 52.6 2021-22 52.9 2022-23 56.0 2023-24 58.2 Source: Annual Report, PLFS, 2023-24 Note:2019-20 refers to the period July 2019 – June 2020 and likewise for 2020-21, 2021-22, 2022-23 and 2023-24 The data indicates that the Worker Population Ratio, indicating employment for persons age 15 years and above, has an increasing trend over the years in the country. (b) to (d): Employment generation coupled with improving employability is a priority of the Government. Accordingly, Government is implementing various employment generation schemes/ programmes which inter-alia include Prime Minister’s Employment Generation Programme (PMEGP), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Deendayal Antyodaya Yojana- National Rural Livelihood Mission (DAY-NRLM), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Rural Self Employment and Training Institutes (RSETIs), Deen Deendayal Antyodaya Yojana-National Urban Livelihood Mission (DAY-NULM), PM Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi), Pradhan Mantri Mudra Yojana (PMMY), etc. Ministry of Labour and Employment, Government of India, is running the National Career Service (NCS) Portal which is a one-stop solution for providing career related services including information on jobs from private and government sectors, information on online & offline job fairs, job search & matching, career counselling, vocational guidance, information on skill development courses, skill/training programmes, apprenticeship, internships etc. through a digital platform [www.ncs.gov.in]. As on 14.07.2025, more than 6.43 crore (which inter-alia include Government, Private and Public Sector Undertaking) vacancies have been mobilised on NCS Portal. In addition, the Union Cabinet has approved Employment Linked Incentive (ELI) Scheme named as the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) to support employment generation, enhance employability and social security across all sectors, with special focus on the manufacturing sector. *****
